- NOTICE OF INTENT TO SOLE SOURCE ANNOUNCEMENT ONLY This is not a request for formal proposals or quotes. Any responses to this announcement will be treated as information only. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of contractor submission of responses to this announcement or the Government use of such information. This notice does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. No funds have been authorized or appropriated for this effort. PURPOSE AND OBJECTIVES The U.S. Department of Veterans Affairs, Network Contracting Office (NCO) 2, is issuing a notice of intent to pursue a non-competitive procurement with Abbott Laboratories for a ready supply of various types/sizes of surgical stents. This type of product requires an available inventory to ensure adequate coverage. There is no set pattern of specific types/sizes for each surgical event, allowing for the underutilized stock to be turned over prior to the expiration date of the product. Abbott has been determined as the only responsible source in accordance with procedures prescribed in FAR 13.106. The anticipated contract action is hereby published in accordance with FAR 5.101 and 5.203. The NAICS code is 339113 Surgical Appliance & Supplies Manufacturing. The size standard is 750 employees. The Product Service Code is 6515 Medical & Surgical Instruments, Equipment and Supplies. This non-competitive award is implemented by FAR 13.106(b), as it has been deemed that only one source is available to meet this specific requirement. The Government intends to procure this sole source requirement under FAR Parts 12 and 16. This notice of anticipated contract action is published as required by 15 USC 637, USC 1708, as implemented by FAR 5.201(a). Pursuant to VAAR 819.7007b, the contracting officer s determination to make a sole source award is a business decision wholly within the discretion of the contracting officer. Oral communications are not acceptable in response to this notice.
