- Description
- The Defense Logistics Agency (DLA) - Energy - FESBA will be issuing a Request for Proposal (RFP/Solicitation) for Contractor-Owned Contractor Operated (COCO) fuel storage services within a 50 mile radius of Tuscaloosa, Alabama. The required services are for receiving, storing, protecting, and shipping Aviation Turbine Fuel, Grade Jet A/ F-24 (Jet-A with additives). Receipt via the Plantation Pipeline System and tank truck is required. Storage requirements include adequate safe fill capacity for Jet-A with two tanks interconnected, and isolated from other facilities and products handled within the storage facility. Contractor must be capable of performing fuel additive injections. This procurement will be unrestricted under NAICS code 493190 (Other Warehouse and Storage) with a size standard of $27.5 million dollars. The Government anticipates awarding a firm fixed-price contract with a four-year base period of performance of four years beginning on September 1, 2019 through August 31, 2023 and one five-year option from September 1, 2023 through August 31, 2028. The contract award will be subject to FAR 52.222-41, The Service Contract Labor Standards (formerly known as the Service Contract Act of 1965). The solicitation will be issued on or about March 18, 2019, and the Request for Proposal (RFP) closing date will be on or about April 29, 2019. The solicitation will be published electronically on the Federal Business Opportunities website at www.fbo.gov. Interested companies responding to the solicitation will be required to register in the System for Award Management (SAM) and Wide Area Workflow (WAWF). A Sources Sought Notice was previously issued for this requirement under SPE603-19-R-5X26 on December 13, 2018. This is not an RFP, a promise to issue an RFP, or a promise by the Government to pay for information received in response to this synopsis or any subsequent announcement.
