- COMBINED SYNOPSIS/SOLICITATION RFQ 36C24819Q0832 Description This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 in conjunction with Part 13, as supplemented with additional information included in this notice. This procurement is being conducted under Subpart 13.5 Simplified Procedures for Certain Commercial items. This announcement constitutes the only solicitation for this action. Quotes are being requested, and a written solicitation will not be issued. This solicitation is issued as a Request for Quote (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2019-02 effective 05-06-2019. The Network Contracting Office 8-SAO East intends to award a fixed priced contract, for providing an Instructor led workshop using the cognitive model to conceptualize military-related clients, as well as teaching the three phases of a research-based cognitive behavior outpatient protocol to prevent suicide, including the collaborative creation of a step-by-step safety plan in accordance with the attached Statement of Work (SOW) and attached Price Schedule. The government anticipates awarding a Firm-fixed price contract. An award will be made to lowest price technically acceptable quote, which conforms to the requirements within this solicitation and represents the best price to the government. Set-Aside Requirement: This procurement is set-aside based on an order of priority as established in 38 U.S.C. 8127. TIERED EVALUATIONS INCLUDING LARGE BUSINESS CONCERNS: This solicitation is being issued as a tiered evaluation with the following tires: (1) SDVOSB concerns, (2) VOSB concerns, (3) Small business concerns with HUBZone small business concerns and 8(a) participants having priority and large business concerns. If award cannot be made, the solicitation will be cancelled, and the requirement resolicited.
