- CONSTRUCTION - EFFLUENT TANK REPLACEMENT All questions must be sent directly to capplegate@usgs.gov by 06/19/2019. Contractor is responsible for reading the contents of this document and attachments. Quotes will be accepted via e-mail to capplegate@usgs.gov or FAX to (206) 526-6654. All documents required by this solicitation must be uploaded and received in their entirety no later than 06/23/2019 at 5 PM PT. Quotes submitted by hardcopy or the FedConnect web portal or Fed Connect Message Center shall not be accepted or considered. The solicitation number is issued as a Request for Quotation (RFQ) 140G0319Q0107. Place of Performance: Seattle, WA 98115 Product/service code: Z1HB, Maintenance of Government-Owned Government-Operated R&D Facilities NAICS code: 238220; Plumbing, Heating, and Air-Conditioning Contractors; Size Standard $15.0M This acquisition is reserved exclusively for participation by small business concerns. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2019-02TA Effective 06 May 2019. Magnitude of Construction: Between $25,000 and $100,000 DESCRIPTION OF PROJECT The Western Fisheries Research Center in Seattle, WA has a requirement for the replacement of two effluent tanks in a BL3 laboratory. To complete this requirement, the USGS intends to award a firm-fixed price contract in accordance with the procedures of Federal Acquisition Regulation (FAR) Parts 13 (Simplified Acquisition Procedures) and 36 (Construction and Architect-Engineer Contracts). The period of performance is expected to be not longer than 240 days from issuance of the notice to proceed. The estimated magnitude of this project is between $25K and $100K. The Construction Wage Requirements Statute (prevailing wage, formerly Davis-Bacon Act) will apply. A performance bond will not be required. As per FAR 28.102-1(b)(1), either a payment bond or an irrevocable letter of credit will be required. Prospective contractors must be registered general or specialty contractors in an appropriate field (electric and plumbing) in the State of Washington at the time quotations are due to be considered for this project. All subcontractors used must be appropriately licensed as well. In addition to a quote, references for two or three recent projects must be submitted. There will be a site visit on 06/11/2019, 10 AM PT. Attendance is not required but strongly encouraged. Please RSVP to the Contracting Officer at capplegate@usgs.gov.
