Description
Mojave Desert Ecoregion Pilot Seed Increase Project ([ATTENTION: THE INFO BELOW WAS INADVERTENTLY OMITTED FROM INITIAL ANNOUNCEMENT) 1. This sources sought announcement is being published, for market research purposes only, to identify potential sources capable of supporting the Department of Interior (DOI), Bureau of Land Management (BLM) Mojave Desert Native Plant Program (MDNPP) facilitating ecologically and genetically appropriate native plant materials development for the Mojave Desert Ecoregion. This effort is part of the BLM Plant Conservation and Restoration Program, which Congress has tasked with ¿increasing the availability of appropriate seed to address high-priority restoration needs and to collaboratively work with other Federal agencies, States, researchers, and private partners ¿ to implement this program. 2. This is only a Sources Sought Announcement and is not a Request for Quote (RFQ). A RFQ is not being issued at this time and this notice shall not be construed as a commitment by the Government to issue a RFQ or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. Responses to this sources sought announcement will be used for a market survey analysis to determine interested parties and if the contemplated acquisition will be conducted under full and open competition, total small business set-aside or 8(a) procedures. Respondents shall indicate in their responses whether they qualify under North American Industry Classification System (NAICS) Code 111998, All Other Miscellaneous Crop Farming, with a size standard of $750,000 as a small business concern. If you are a small business, and if the Government were to set this acquisition aside for small business, you would be required to comply with Federal Acquisition Regulation 52.219-14, Limitations on Subcontracting. The small business prime contractor must perform at least 50% of the requirement unless similarly situated. In all contracts where the limitation on subcontracting applies, there is a limit on the amount of work that can be subcontracted to businesses that are not ¿similarly situated ¿ to the prime contractor. A similarly situated subcontractor is a business that would have qualified under the set-aside that was used for the acquisition. 3. Any information provided by industry to the Government as a result of this sources sought announcement is strictly voluntary. Responses will not be returned. No entitlements to payment of direct or indirect cost or charges to the Government will arise as a result of contractor submission of responses or the Government's use of such information. The information obtained from industry responses to this notice may be used in the development of an acquisition strategy and future RFQ. 4. The Government is contemplating a period of performance of one base period of one year and two option periods of one year each, which may be exercised. The current acquisition type is a firm fixed priced, purchase order using FAR Parts 12 and 13. 5. Interested parties are requested to provide the following information: a) Business name, address, city, state, and zip code b) Point of contact c) Phone number d) Email address of person to contact e) Company Website address f) DUNS number g) Indicate business size (NAIC 111998/Size Standard $750,000) (Small) (Large) (Non-Profit) h) If a small business, are you registered as a socio-economic business? (8a) (HubZone) (SDB) (WOSB) (EDWOSB) (VOSB) (SDVOSB) i) Are you currently registered and active in System for Award Management (www.sam.gov)? j) Can you meet the minimum requirements listed in paragraph titled ¿Special Requirements ¿? k) Location of test plots and/or agricultural fields l) Please provide a brief capability statement 6. Please review the attached ¿draft ¿ Statement of Work (SOW) and Appendix I documents. a. Does the draft SOW/Appendix documents adequately describe the work to be performed? If not, why? b. Do you have any comments/recommendations in regards to the SOW? c. Are you interested in submitting a competitive quotation for this requirement in the future? 7. Any information submitted by the respondents to this source sought announcement is strictly voluntary. Responses will not be returned. No entitlements to payment of direct or indirect cost or charges to the Government will arise as a result of contractor submission of responses or the Government ¿s use of such information. All responses should not exceed fifteen (15) pages. Only electronic responses shall be accepted. The attached SOW/Appendix is a "ROUGH DRAFT" version, if a RFQ is issued the respondents will be responsible to review the FINAL SOW prior to proposal submission. It is respondent ¿s responsibility to ensure any revisions are understood. Additional information, as it becomes available, will be posted as well as amendments to this announcement and will be available for viewing on FedConnect at http://www.fedconnect.net and/or FedBizOps (FBO) at http://www.fbo.gov. It is the responsibility of the interested parties to review the sites frequently for any updates/amendments to documents. All potential offerors are reminded, in accordance with Federal Acquisition Regulations (FAR) 52.204-7 -- System for Award Management (SAM) registration is required prior to award of any contract. Lack of registration in SAM will make an offeror ineligible for contract award.
