Description
RIPARIAN/UPLAND REMOTE SENSING AND ANALYSIS The Bureau of Land Management (BLM), Oregon State Office intends to solicit one (1) firm fixed price commercial items services requirement for the continuation of remote sensing and mapping of vegetation services for the BLM Burns and Vale District offices, as a single source to Open Range Consulting (ORC), 6315 North Snowview Drive, Park City Utah 8409-86120 as the only reasonable source available pursuant to FAR subpart 13-106(b). The procedures in FAR subpart 13.5 will be used in accordance with 41 U.S.C. 1901. Open Range Consulting will provide services to continue the vegetation mapping services that were started under an Assistance Agreement with ORC (AA#L16AS00225) in 2016. The data for the comprehensive vegetation mapping already collected under the agreement belongs to the BLM but the process to analyze them in a way that would allow for seamless integration of new and old data would be problematic for another vendor since the technology previously used for the data analysis by ORC is proprietary and patented. In consideration of ORC ™s knowledge and experience with the work of vegetation cover mapping obtained under the agreement and the use of their proprietary software for the data analysis, there is a reasonable expectation of higher costs and unnecessary replication of work due to the likelihood of issues with compatibility and integration of data, as well as longer timeframes needed to continue the efforts started under the assistance agreement if another vendor was to complete the work needed. The potential longer timeframe needed to complete the work may delay the mapping data needed up to a few years, especially if baseline data already collected under the agreement cannot be used and this delay will in turn impact another current project that requires this information in the near future. Lastly, the ORC can also provide spatial accuracy that identifies vegetation components up to 1 meter resolution as required and at this time, the BLM is not aware of any other remote sensing and vegetation mapping services capable of providing that range of spatial accuracy. The performance period is from date of award through 10/31/2020. The NAICS code is 541370 and the small business size standard $15.0 M. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Responses shall be received by June 6, 2019 in order to be considered.
