Description
THIS IS A PRESOLICITATION NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSAL, REQUEST FOR QUOTE, OR INVITATION FOR BIDS. NO SPECIFICATIONS OR DRAWINGS ARE AVAILABLE AT THIS TIME. 2. Proposed Solicitation Number: N4008419T5404. FSC Code: Z1DA; NAICS Code: 562111. 3. LOCAL SOURCE RESTRICTIONS. This solicitation is intended only for local sources in accordance with FAR 5.202 (a)(12). Local sources are those persons or entities that, prior to award, are lawfully registered to conduct business in Japan. Bids from non-local sources will not be considered under this solicitation in accordance with provisions of the U.S.-Japan Status of Forces Agreement. 4. CONTRACTOR LICENSING REQUIREMENTS. Prior to award of any contract, bidders must be registered to do business in Japan. The Contractor shall possess all required permits, licenses and authorizations to perform work under this contract and comply with the JEGS, Waste Management and Public Cleansing Act (廃 物の処理及び清掃に する法律) and all other applicable Japanese, prefectural and local laws, regulations, and standards. At a minimum, the Contractor shall possess the following permits issued by all the appropriate city or prefectural authorities. - Permit for Collection and Transportation of (Ordinary) Industrial Waste - Permit for Disposal of (Ordinary) Industrial Waste - Permit for Collection and Transportation of Specially Controlled Industrial Waste - Permit for Disposal of Specially Controlled Industrial Waste In addition to the above, the Contractor shall possess any other permits and licenses required to perform work under this contract IAW the Contractor s MW Processing Plans. The JEGS prohibits the generators of industrial waste to contract with a licensed transporter that requires the transporter to then separately subcontract with a licensed disposal facility. Therefore, a single contractor shall be licensed to both transport and dispose of industrial waste. A JVA wherein one joint venture partner possesses a required transportation license and the other partner possesses a required disposal license is an acceptable alternative to meet this single contractor requirement. Such joint venture must be registered in the Contractor Central Registration website and possess a valid Data Universal Numbering System (DUNS) number prior to submittal 5. STATUS OF FORCES AGREEMENT. The U.S. Government will not offer United States Official Contractor status under Article XIV of the U.S.-Japan Status of Forces Agreement (SOFA) to any offeror awarded a contract under this solicitation; nor will the U.S. Government certify any employees of a contractor as Members of the Civilian Component under Article I(b) of the SOFA. 6. PROJECT SCOPE: NAVFAC Far East, Facilities Engineering and Acquisition Division (FEAD) Iwakuni has a requirement for contractor support to provide Medical Waste (MW) collection, transportation, and disposal services as described in the scope of work (SOW) at Marine Corps Air Station (MCAS) Iwakuni, Japan under a performance-based contract that is comprised of Recurring Work Items. The Contract for this acquisition will be for a period of one year (12 months) with a clause for two (2) 12-month option periods for a total 36-month contract with an anticipated start date of 01 Oct 2019. 7. SYSTEM FOR AWARD MANAGEMENT REGISTRATION. Bidders must be ACTIVELY registered in the System for Award Management (SAM) database to be eligible for award. For more information please go to https://www.sam.gov. Interested contractors are encouraged to register as soon as possible. 8. PLANNED SOLICITATION ISSUING DATE. On or about 28 Jun 2019. The Government does not intend to issue amendment(s) to this Presolicitation Notice if/when the planned solicitation issuing date is changed. Interested contractors can view and/or download the solicitation from Asia Navy Electronic Commerce Online (AsiaNECO) website at https://asia.neco.navy.mil when it becomes available. 9. Hard copies of the solicitation will not be provided. It is the Contractor s responsibility to check the websites periodically for any amendments to this solicitation. All interested contractors shall register at the website https://asia.neco.navy.mil. 10. Interested firms are requested to provide FEAD Iwakuni with capability statements including at a minimum: 1. Company Name, DUNS Number and CAGE Code, 2. Mailing Address, and 3. Point of Contact Information including phone/fax numbers and email address. The information being provided does not constitute a Request for Proposal, Request for Quote, Invitation for Bids, or a commitment of the part of the Government neither to award a contract, nor to pay for any costs responding to this notice and / or to the solicitation. This notice shall not be construed as a commitment by the Government for any purpose.
