Description

This is not a solicitation. This is a notification of modification to an existing contract action for additional supplies and services that meets the threshold in FAR 5.101(a)(1). Indian Health Service will award a single source procurement through modification under NAICS code 334516. This is a cost for test awarded through GSA under contract number V797D60637 and Delivery Order HHSI247201700086G to Ortho Clinical Diagnostics. Ortho Clinical Diagnostics has been providing cost per test to Phoenix Indian Medical Center, Laboratory Department. During the performance period there was a significant increase of test due to increase of laboratory testing required for patients. There was an increase of patients seen at the hospital. This increase was to insure that there will be no unauthorized commitment. There is no enough time to compete this requirement because of the limited time to prepare for competition. Instead, this modification is executed in accordance with FAR 6.302-2, Urgent and Compeling AND FAR 6.302-2, Only One Responsible Source and No Other Supplies or Services will Satisfy Government Needs. Delay in awarding the contract will result in serious injury, financial or otherwise to the Government. Supplies are only available from the contractor, substantial cost will result in re-competing, and as mentioned on top there will be an acceptable delay of lab test results of patients. The Government believes that only one responsible source can provide this requirement. Any information received will be treated as market research information towards future similar or same requirements. Quotations or proposals received in response to this notice will not be accepted since the synopsis is not a request for proposal or quotation.
