Description
This Sources Sought Notice is for informational and planning purposes only and shall not be construed as a solicitation or as an obligation or commitment by the Government at this time. This notice is intended strictly for market research. The purpose of this Sources Sought notice is to determine interest and capability of Other than Small Businesses and Small Businesses, including VIP-Verified Veteran-Owned Small Business (VOSB) or Service-Disabled Veteran-Owned Small Business (SDVOSB) prospective contractors relative to the North American Industry Classification System (NAICS) Code 511210 (Software Publishers) and the small business size standard is $38.5M. Veterans Integrated Service Network (VISN) 12 is seeking to procure Quantitative Analysis Software (Ashland Specialty Ingredients, G.P. FilmQA Pro Software Brand Name or Equal). The Government is requesting that Other Than Small Businesses and Small Businesses, including VIP-Verified VOSB or SDVOSB sources respond if it can provide the products and services according to the statement of work (see the Products and Services and Statement of Work sections below) on a Brand Name or Equal basis (Ashland Specialty Ingredients, G.P.). Interested Other Than Small Businesses and Small Businesses including VIP-Verified VOSBs and SDVOSBs are required to submit an e-mail delineating: Qualifications, capabilities, and experience for providing this product; Business size/Socioeconomic status; If the product is on the Federal Supply Schedule or the Open Market; and Memo or correspondence which authorizes distributor to distribute the manufacturer s products (if applicable). This is not a Request for Proposal or an announcement of a solicitation and no solicitation currently exists. Your responses will be used solely for market research purposes of the Government. The Government will not pay for any materials provided in response to this notice and submissions will not be returned to the sender. FilmQA Pro Software) or Equal Salient Characteristics: The software must be used for Quality Assurance of intensity-modulated radiation therapy, and be able to be utilized in SRS, SBRT, & VMAT QA. Must be able to scan and open images of exposed film and calculate the optimized dose maps. Must be able to use two- and three-channel dosimetry protocols which will eliminate or mitigate film and scanner artifact. Must be able to combine calibration and plan verification in a single scan. Must be compatible with GAFchromic films (EBT3, EBT-XD, MD-V3 or HD-V2). Must be able to shoot the film at any angle. Must be able to have entire plan on a single film must include software options to estimate 3D dose to the patient based on acquired measurements. Phantom material must be PMMA/acrylic or water-equivalent plastic. Delivery: Line Item Location All William S. Middleton Memorial Veterans Hospital 2500 Overlook Terrace Madison, WI 53705 STATEMENT OF WORK Contract Title. FilmQA PRO Software Package. Background. The William S. Middleton Memorial Veterans Hospital will open a new Cancer Treatment Center (CTC). This software is a quantitative analysis tool specifically designed for pre-treatment radiation therapy patient-specific quality assurance. The software is connected to a scanner that scans GafChromic film after it is exposed to ionizing radiation. The software used with multi-channel dosimetry eliminates or mitigates film and scanner artifacts. The software will enable users to reduce errors to below one percent. This software allows users to get results in minutes. High-resolution planar (2D) measurements are needed for individual patients as well as for the overall commissioning and validation of an accurate treatment planning model. Scope. The work will be done at the William S. Middleton Memorial Veterans Hospital in the new Cancer Treatment Center (location of server TBD). The Contractor will supply the software, software license, and the additional requested accessories that make up the complete package. The price will include freight and installation. Additionally, training for the equipment will need to be conducted with all physicists and radiation therapy technicians. Specific Tasks. The contractor is responsible for delivering the equipment to the facility. The contractor is responsible for set-up and installation of the software. The contractor will contact Biomedical Engineering Service Chief (or designee) to schedule installation. The contractor will complete the delivery, set-up, installation, and training within 5 days of scheduled date. Description of the item that needs to be delivered is as follows: Indefinite License Software Package-indefinite ownership of FilmQA PRO on one PC, includes service, #827848, 1/each. The POC will be notified by the Contractor once the equipment/software is installed and they have ensured that the unit is working appropriately. The facility POC will monitor performance and certify that the work has been done in accordance with the contract. Security Requirements. N/A. Government-Furnished Equipment (GFE)/Government-Furnished Information (GFI). The contractor is required to furnish all tools and equipment to set-up/install this equipment/software.
