Description
General The VA Medical Center, Bath, New York is engaging in a short-list selection as defined in FAR 36.602-5(a) of an AE (SDVOSB) for the design of a project to Upgrade SPS HVAC. SDVOSB Vendors with an SF-330 on file within the past twelve months are being considered. If you believe you have an SF 330 on file and would like to be considered for this procurement please send an e-mail to Mark.Simonson@va.gov expressing your interest in being considered. Other SDVOSB firms having a working office within a 300 mile radius from 76 Veterans Avenue, Bath, NY may submit SF 330 s for consideration, to the Contracting Officer at Mark.Simonson@va.gov by 4:30 PM EST, June 20, 2019. A. GENERAL The existing system has barely enough capacity to meet the VA s temperature and humidity criteria with all doors closed. In the event doors are left open for any length of time, certain spaces fall out of this compliance which in turn puts them into an alarm condition. The Consultant shall provide Architectural and Engineering (A/E) services associated with the design of the SPS HVAC in B76 on 3rd floor to increase the capacity of the system to overcome this situation. It is also the desire of the VA to replace the Phoenix Control valves with a more standard valve that are more easily be programmed than the Phoenix control valves. This project is located at the V.A.M.C. Campus 76 Veterans Ave, New York 14810. B. PROJECT DESCRIPTION BASE BID: The Project specific scope of work shall include, but is not limited to the following overview of requirements, a. Consultation and discussion with VA Engineering Department. b. Assess the current hvac system in B76 3rd floor SPS. c. Determine the current capacity of the hvac system and provide a Professional Engineer Stamped set of drawings that include hvac for B76 3rd floor SPS covered by the existing systems and upgrade options C. SCOPE OF WORK: The Consultants scope of services shall include, but is not limited to the following: Conduct a site visit; attend one on-site design review meeting; and perform fact finding through communication with the VA. The Consultants team shall work closely with key VA staff to develop the schematic design for the project. The Consultant shall assess existing systems for adequacy and incorporate Medical Center comments for their improvement. The A/E shall collect information such as flow tests, existing as-builts, and other critical information during initial site visit. The AE shall at a minimum develop and submit the following: 1. Construction Budget 2. Schedule 3. Professional Engineer Stamped Drawings 4. System calculations for new system (a) The A/E shall perform the work required by this contract within the limits of the following schedule. He shall provide professional architects and engineers as directed by the Contracting Officer who are familiar with the work to attend the Design Reviews on the following dates: Submit authorization request for site survey and/or subsurface exploration not later than.................... Two weeks Deliver First Review material to Contracting Officer not later than.......................................... 30 days Deliver Second Review material to Contracting Officer not later than......................................... 60 days_ Deliver Third (100%) Review material to Contracting Officer not later than..............................90 days (b) The Contracting Officer may schedule an additional Design Review(s) should he determine that such review(s) is required for satisfactory completion of the Contract Drawings and Specifications. The A/E will be reimbursed for the additional trip(s) in accordance with Clause SP 9 unless the additional Design Review(s) was requested by him or caused by actions for which he is responsible 1. The design documents shall include Specifications, drawings and construction cost estimate. Additionally, one (1) electronic set signed by a Professional Engineer or Registered Architect. Cd in AutoCAD 2014 or compatible format (3) copies of drawings, specifications and cost estimate is to be 90 days from contract award. 2. This submission includes final report outlining programming, drawings, Latest versions of NFPA, impact of construction on Medical Center, and construction cost estimate. The A/E shall incorporate all VA review comments generated by the 90% review 3. VA Record Drawings will be provided upon the A/E s itemized request. NOTE: Although the VA makes every effort to keep drawings current to existing conditions, changes and updates are sometimes not recorded. It is therefore the Consultants responsibility to perform field investigation and verify of the accuracy of the drawings with the actual conditions. The following evaluation criteria will be used when reviewing submitted SF 330 data and will comprise the basis of information to be used by VAMC Bath for A/E evaluation and selection. Firms submitting SF 330 data for consideration must address each of the following criteria in the SF 330: SHORT-LIST CRITERIA UTILIZING THE SF330 FORM Department of Veterans Affairs Architect/Engineer Evaluation Board 1. Specialized experience and technical competence of the firm (including a joint venture or association) with the type of services required Assignable point rang..(0 to 40) 2. Specific experience and qualifications of personnel proposed for assignment to the project and record of working together as a team Assignable point range.(0 to 40) 3. Professional capacity of the firm in the designated geographic area of the project to perform work (including any specialized services) within the time limitations. Unusually large existing workload that may limit A/E's capacity to perform project work expeditiously Assignable point range.(0 to 20) 4. Past record of performance on contracts with the Department of Veterans Affairs. This factor may be used to adjust scoring for any unusual circumstances that may be considered to deter adequate performance by an A/E. (Firms with no previous VA experience receive a +5 rating) Assignable point range (-20 to 20) 5. Geographic location and facilities of the working office(s) which would provide the professional services and familiarity with the area in which the project is located Assignable point range (0 to 20) 6. Demonstrate success in prescribing the use of recovered materials and achieving waste reduction and energy efficiency in facility design Assignable point range (0 to 20) 7. These discussions will at a minimum include a verification of accuracy of the information within the SF 330 and a chance to provide any updated information. Responses to discussion items will be evaluated using the same factors outlined above. This procurement is set-aside for Service Disabled Veteran Owned Small Businesses (SDVOSB). The estimated construction cost for this project is between $500,000 and $1,000,000. The NAICS code for this procurement is 541330.
