- The work for this project includes, but is not limited to, construction (design-bid-build) of a multi-lane multipurpose machine gun range, a range control tower, ammunition distribution point, and covered bleachers. The work also includes utilities, site work and incidental related work. The magnitude of this project is estimated between $100 million to $250 million U.S. Dollars. THE NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE IS 237990 AND AVERAGE ANNUAL RECEIPTS IS $36.5 MILLION OVER THE PAST THREE YEARS. The contract completion period is anticipated to be 1,107 calendar days. A sources sought notice (N6274219MPMGR) for this procurement was posted on 20 February 2019 on NECO and FBO, and a market survey was conducted that included an assessment of relevant qualifications and capabilities of potentially qualified firms. As a result of the market research analysis, a determination was made to solicit this procurement on an unrestricted basis inviting full and open competition. The NAVFAC Pacific small business office concurs with this decision. This is a source selection procurement requiring the submission of both non-price and price proposals. Large business concerns will be required to submit a subcontracting plan as part of the proposal. This solicitation will utilize the tradeoff source selection process in accordance with FAR 15.101 and FAR Subpart 15.3. All technical factors, when combined, are considered of equal importance to Past Performance. The factors are: Factor 1 ”Experience, Factor 2 ”Management Plan, Factor 3 ”Past Performance, Factor 4 ”Safety, Factor 5 ”Small Business Utilization, and Price. Contract award will be made to that responsible offeror whose offer, conforming to the solicitation, is determined to be the most advantageous to the Government considering price and non-price evaluation factors. The RFP will be available on or about 11 June 2019. Printed copies or CD ™s of the RFP will not be issued. The RFP, excluding the specifications and drawings, will be available through the Navy Electronic Commerce Online (NECO) website: https://www.neco.navy.mil/. The RFP, including the specifications and drawings, can be accessed at the Federal Business Opportunities (FBO) web site: https://www.fbo.gov/fedteds/TDPN6274219R1304. Contractors must register at the FBO website to obtain access to the RFP. Registration instructions can be found on the FBO website. Once registered in FBO, the contractor must request explicit access to view the documents. An email will be forwarded once the contracting office has approved or declined the request. Approved contractors may view and/or download the RFP documents. Offerors are required to be registered in the System for Award Management (SAM) data base at https://www.sam.gov. A one-time MANDATORY site visit is scheduled for 18 July 2019 at 8:00 a.m. Chamorro Standard Time. NAVFAC considers attendance at this site visit vital to the preparation of a competitive and cost effective proposal and to understanding the total result desired by the Government. An offeror ™s failure to attend the site visit will be considered in determining the offeror ™s responsibility. This site visit is to provide Offerors with an opportunity to familiarize themselves with the jobsite and conditions to be encountered and is not for the purpose of answering questions. The number of attendees shall be limited to two (2) individuals per company. Those interested in attending the pre-proposal site visit shall be required to complete and submit base access forms and copies of identification to Kyla Tamayori at kyla.m.tamayori@navy.mil on or before 18 June 2019, 2:00 p.m. Hawaii Standard Time. Please carefully read and adhere to the following instructions for each applicable base pass form as failure to submit accordingly will require revision and resubmission and could possible result in delayed processing of required base passes to attend the site visit: (1) Contractor Memo and III Log - Memo must follow format, complete the items listed in red color font - For Contractor Memo, leave Tracking # field blank - Follow instructions as provided in śHow to fill out III Log ť (2) Contractor Affidavit - Type/print information clearly and legibly - Must contain actual signature (no digital signatures will be accepted) (3) Base Access List (BAL) form - List all attendees in alphabetical order by last name - Provide contact information and signature of POC (4) Provide copies of two (2) government issued IDs (eg.
