- In accordance with the Federal Aviation Administration (FAA) Acquisition Management System (AMS) Policy section 3.2.2.4, the purpose of this announcement is to inform industry of the basis for the FAA's intent to increase the current contract (DTFAWA-12-D-00060) with Booz Allen Hamilton in McLean, Virginia, through a single source procurement. This contract ceiling increase will allow for the continued operation of the System of Airport Reporting (SOAR) and the modernization efforts underway. The ceiling increase does not affect the period of performance, which ends September 18, 2022. The purpose of this extension is to allow the FAA to substantially complete SOAR modernization. The modernization effort, referred to as SOAR Transformation, is a dynamic and complex approach to upgrading legacy SOAR to meet the needs of the program and its business requirements that requires tight coordination between new development and operational legacy SOAR. Due to the nature of the code that makes up legacy SOAR, it is essential to continue to have the same contractor integrating the O&M and Transformation efforts. The FAA intends to commence pre-solicitation planning stages for a new follow-on procurement in early FY2020, and plans to issue a new market survey announcement on or before March 2020. Please note these dates are subject to change without notice and this is not a guarantee of a future procurement opportunity. Booz Allen Hamilton is the current provider under contract DTFAWA-12-D-00060. This contract is an Indefinite Delivery Indefinite Quantity (IDIQ) contract competitively awarded in September 2012, with an award value of $27.7 million. To date, there have been 10 Task Orders issued under this contract. This contract provides full life cycle development and support for operational SOAR. This is a single source requirement to Booz Allen as they are the only current provider of the SOAR operational support and development support for SOAR Transformation. Accordingly, a competitive solicitation is not available for this immediate requirement. The FAA is not seeking or accepting unsolicited proposals.
