- The Bureau of Land Management (BLM), Oregon State Office intends to award one (1) firm fixed price commercial item purchase order for billboard services in Baker City, Oregon for the National Historical Oregon Trail Interpretive Center (NHOTIC) as a single source procurement to J R Zukin Corporation doing business as Meadow Outdoor Advertising, 1202 Bargeway Road, The Dalles, Oregon 97204 as the only source reasonably available pursuant to FAR subpart 13.106-1(b). Meadow Outdoor Advertising is the only source reasonably available that has ability to provide billboard services with a display size of 650 square feet to 750 square feet, located on Interstate 84 within 1 to 2 miles of Exit 302 visible to northbound traffic. The billboard must not be obscured by vegetation, structures, or other signs and objects. The performance period is from the date of award for a period up to five (5) years if options are exercised. The NAICS code is 541850 and the small business size standard is $14 million. All responsible sources may submit a capability statement, proposal, or quotation in writing specifically addressing the criteria described above, which shall be considered by the agency. Responses shall be received by May 28, 2019, at 10:00 a.m. Pacific Time in order to be considered.
