This is a SOURCES SOUGHT NOTICE ONLY. This SOURCE SOUGHT NOTICE is for the purpose of Market Research. Response to this notice will be used for information and planning purposes. No proposals or quotes are being requested or accepted with this notice. THIS IS NOT A SOLICITATION FOR PROPOSALS or QUOTES and NO CONTRACT SHALL BE AWARDED FROM THIS NOTICE. This notice shall NOT be construed as solicitation or as an obligation on the part of the Department of Veterans Affairs (VA). Responses to this notice is not a request to be added to a prospective bidders list or to receive a copy of the solicitation. The Network Contracting Office (NCO) 16 is seeking preferably Service Disabled Veteran Owned Small Businesses, or Small Businesses (but will accept other than small business for market research purposes), capable of providing generator load bank testing and preventive maintenance services for the Gulf Coast Veterans Health Care System, Joint Ambulatory Care Center (JACC), 790 Veterans Way, Pensacola, FL 32507, along with the Eglin, FL, Clinic and the Panama City, FL, Clinic. See DRAFT Scope of Work for detailed description of services. The NAICS code is 335312  Motor and Generator Manufacturing and the Size Standard is 1,250 employees. Responses must be received by no later than 12:00 p.m. Central Time, Friday, May 24, 2019. Responses shall be emailed to rene.impey@va.gov. Contract Title: Florida Generator Testing & Preventive Maintenance (PM). 2. Background: The generator load bank testing and preventive maintenance is required by NFPA 110. 3. Scope: Generator load bank testing and preventive maintenance for four (4) generators at VA clinics in the Florida Panhandle/Gulf Coast Veterans Health Care System. To include all full PM s on generators which includes inspecting or replacing belts, hoses, batteries, radiator anti-freeze. Replacing air/fuel/oil filters, breathers and PCV valves, engine oil. Treat diesel fuel for algae, testing specific gravity of radiator anti-freeze, load test batteries, and check electrolyte levels. Check battery charging system. To provide emergency power for our Florida clinics in the event of a Gulf Power Outage. Starting year will be FY2020 or October 1st, 2019. Continuing with four (4) option years from FY2021 to FY2024. Currently, the testing and PM s are conducted in late Winter, February timeframe. 4. Specifications/Characteristics: Minimum technical specs must be provided. Specific work: Generator, Kohler, Model 50REOZJB, Serial # 2155501, located at Eglin Clinic, 100 Veterans Way, Eglin AFB. 32542 Full PM and load bank test on Generator, per above Scope of Work. Generator, Catepillar, Model 3406, serial # 9CR01721 located at Panama City Clinic, 2600 Magnolia Dr. Panama City Beach, FL. 32408 Full PM and load bank test on Generator, per above Scope of Work. Generator, Kohler, Model 650REOZDB, Serial # 2129077 located at JACC, 790 Veterans Way, Pensacola, FL. 32507 Full PM and load bank test on Generator, per above Scope of Work. Generator, Kohler, Model 230REOZJD serial # 2162426 located at JACC, 790 Veterans Way, Pensacola, FL. 32507 Full PM and load bank test on Generator, per above Scope of Work. Load Bank Testing for Each Generator - Will be a 4-hour test. 1 hour @ 30% 1 hour @ 50% 2 hours @75% The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform Generator Load Bank Testing and PM for Florida Clinics except for those items specified as Government furnished property and services. The Contractor shall perform to the standards in this contract. The Contractor is responsible for providing services, between the hours of 7:00 a.m. and 5:00 p.m., Monday through Friday, except Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings. The Contractor must at all times maintain an adequate workforce for the uninterrupted performance of all tasks defined within this SOW when the Government facility is not closed for the above reasons. 5. Other Unique Requirements. Is the item required to be compatible with existing equipment? No. Are there VA directives or IT Policies that we must adhere to? No. Is this purchase being coordinated with a Construction Project? No. Do we have Warranty specifications that we require? No. Is there a request for Training? No. What is that training Schedule? N/A. Do we need a service or maintenance agreement? No. Are there Safety/ISO/Biomed/SPS, etc., compliances to adhere to? No. 6. Delivery. What is to be the deliverable? Services for generator load bank and PM. Where delivery is to be made? Three VA clinics in the Florida Panhandle, refer to addresses listed in 4. above. When delivery is to be made?
