- Presolicitation Notice: Great Lakes National Cemetery Phase 2 Development The purpose of this project is to enable an existing national cemetery to continue to provide burial services for eligible veterans in southeast Michigan. Located in Oakland County, just north of Detroit near the town of Holly is Great Lakes National Cemetery serving a veteran population of approximately 352,100 within a 75-mile service area. This proposed development will provide an additional 10 years of continued burial service to a veteran population who has been served by this national cemetery since it opened in 2006. In accordance with the master plan for the entire 544-acre site, this project will develop approximately 30 acres of the 469 undeveloped acres remaining at Great Lakes National Cemetery. The design and documentation of this project will be accomplished following the National Cemetery Administration (NCA) Facilities Design Guide and the VA program Guide (PG-18-15, Volume D), A/E Submission Instructions for National Cemetery Projects. The design will culminate in the preparation of contract documents: construction drawings and specifications to be used for competitive bidding. This project will comprise the second construction phase of cemetery development, and will primarily include the construction of additional burial facilities intended to provide 10 years of service on existing, undeveloped land. The remainder of the site will be developed in future 10-year phased projects. Since this is an existing cemetery, only those facilities and infrastructure elements necessary to support the added maintenance, operations, and burial capacity for approximately 10 years will comprise this phase of construction. This investment will develop approximately 30 acres of undeveloped land to provide approximately 28,400 gravesites, including both casket and cremation sites in new burial sections. Description: The VA Office of Construction & Facilities Management is seeking to partner with a world-class SDVOSB prime contractor with extensive cemetery, large institutional campus, golf course or park experience. The prime contractor needs to have extensive experience in managing large heavy civil engineering projects, and performing under federal contract rules and regulations. Federal Acquisition Regulation 15.101-- Best Value Continuum and 15.101-2-- Tradeoff Process will be uses when evaluating proposals. There is no solicitation at this time.
