Description
The U.S. Fish and Wildlife Service (USFWS) Region 6 will be issuing a Request for Proposal (RFP) to construct a new metal vehicle storage building at the Audubon National Wildlife Refuge as described in the project specifications and drawings. The work consists of designing, furnishing and erecting a 30-foot wide by 142 foot long pre-engineered metal vehicle storage building. The work also includes, but is not limited to, site work, earthwork, site electrical, exterior electrical, interior electrical, exterior steel reinforced concrete flatwork, concrete foundations and steel reinforced concrete floor slabs, pre-engineered structural steel frame, metal roofing, metal siding, insulated overhead garage doors, overhead garage door openers, insulated personnel doors, and windows. The contractor shall also design the footing and foundations of the pre-engineered metal building, the site electrical, exterior and interior electrical power and lighting systems. The design of the metal building, footing, foundations, site electrical, exterior and interior electrical systems shall be submitted to the USFWS for review and approval. The site electrical system shall provide electrical power to the new vehicle storage building. The contractor shall hire a geotechnical engineering firm to perform a Geotechnical Investigation of the project site and produce a Geotechnical Investigation Report. That report shall then be used to verify design assumptions and complete structural design and calculations as needed for the design of the metal building, footings, foundations, concrete slabs, related site work, etc. The Geotechnical Investigation shall be one of the initial duties to be performed by the Contractor and submitted to the Government for review and approval. The project site is on the Audubon National Wildlife Refuge, which is located at 3275 11th Street NW in Coleharbor, North Dakota. This procurement action will be solicited as a Total Small Business Set-aside. The NAICS code is 236220 Commercial and Institutional Building Construction with a size standard of $36.5 Million. The estimated magnitude for this construction project is between $500,000 and $1,000,000. The estimated performance period is 120 calendar days from the Notice to Proceed date. The Notice to Proceed date will be negotiated based on the site conditions. This requirement is being procured in accordance with FAR Part 36 Construction and Architect-Engineer Contracts and FAR Part 15 Contracting by Negotiation. The solicitation package number (140F0619R0020) will include the Solicitation Forms (SF1442), Specifications, Drawings, Project Submittal List, and the applicable Department of Labor Wage Determination. These documents will be posted to https://www.fbo.gov and available on https://www.fedconnect.net on or about May 29, 2019. Contractors must have a current registration in the System for Award Management (SAM) in order to participate in this requirement. SAM registration is free and can be accessed at http://www.sam.gov. The date, time, and point of contact information for the pre-proposal site visit will be included in the solicitation package. Prospective bidders are encouraged to visit the work area in order to examine the existing conditions. Failure of the contractor to ascertain the nature, location, and conditions which affect the work will not relieve the contractor from the responsibility for successfully performing the work without additional expense to the Government.
