- Special Notice Notice of Intent The Department of Veterans Affairs, Veterans Health Administration, Network Contracting Office 17, intends to solicit the following hematology Cost-Per-Test (CPT) program on GSA Advantage (eBuy), SIN 66 III, Category 605-2A (Clinical Hematology Analyzers), consisting of the following items and services: 0001: Equipment Rental, Training and Maintenance Services (Costs of Services may be Included in the Reagents in the CPT Program), Unit of Issue: MO, Qty.: 12 0001 AA: Equipment Rental/Lease, Hematology Analyzer; Operation/Service Location: Harlingen Health Care Center, Harlingen, TX 78550, Quantity: 2 0001 AB: Equipment Rental/Lease, Hematology Analyzer; Operation/Service Location: McAllen Outpatient Clinic, McAllen, TX 78503, Quantity: 1 0001 AC: Equipment Rental/Lease, Hematology Analyzer; Operation/Service Location: Corpus Christi Specialty Clinic, Corpus Christi, TX 78405, Quantity: 1 0001 AD: Training: Contractor shall conduct on-site training 0001 AE: Equipment Maintenance Services; Standard Services Include 24/7 Telephone Support, On-site Maintenance Services (Monday thru Friday, 8:00 AM to 4:00 PM), Annual Preventative Maintenance Service, Parts, Labor & Travel and Software Upgrades. 0002: CPT; Reagents and Consumable Supplies, Quantity: (Estimated Annual CPT [complete blood counts] Harlingen: 20,592, McAllen: 17,160, Corpus Christi: 15,860) Options: (Line Items 0001 0002), Period of Performance: YR, Quantity: Four (4) The analyzers must meet the following criteria: Must have the ability to use direct primary tube sampling/cap piercing, and automatic start-up Must include table or cabinet to set the instrument on Analyzers must have fully automated rerun/reflex setting Analyzers must be compatible with Data Innovations software Analyzers must have the ability to provide automated monitoring of reagent levels Analyzers must have the capability to provide monthly Levey-Jenkins graphs Analyzers must have bidirectional capability to interface to Vista through Data Innovations This notice is not to be considered a request for quotations or proposals. No contract will be awarded on the basis of offers received in response to this notice; however, all responsible sources may submit a capability statement, proposal or quotation, which shall be considered by the agency. Proposals or offers received will be used to determine if a comparable source is available and more advantageous to the government. If no affirmative written response is received within 5 days from the publication of this notice, the GSA eBuy solicitation will be posted without any further notice.
