Description
In accordance with Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures, the U.S. Department of Energy (DOE), National Energy Technology Laboratory (NETL) intends to award a purchase order on a sole source basis to Oxford Instruments America, Inc. for an annual on-site maintenance agreement renewal for the INCA and AZTEC microanalysis tools and associated hardware. This requirement is for a base year plus up to four, one-year option periods through May 23, 2025. This is considered a sole source to Oxford Instruments because, to the best of the NETL ™s knowledge, based on market research conducted Oxford Instruments is the confirmed sole source service provider for this maintenance. Oxford Instruments does not train, authorize, or support third party service organizations in repair or maintenance of Oxford instruments and microanalytical tools. This is an on-site maintenance agreement needed to ensure continued use of the instrumentation and software and covers replacement units and upgrades of the system necessary to keep the units operable. Oxfords Instruments (the original equipment manufacturer) must provide the maintenance service (done by their trained staff) and replacement parts to guarantee performance to the original specifications of the instrument. No known potential alternate sources exist which could satisfy NETL's requirement. This notice of intent is not a request for quote/proposal. Any interested party that believes it is capable of meeting the NETL requirement described herein may identify themselves and must provide evidence of their capability to fulfill the requirement being requested by 4:30 PM EDT on May 28, 2019. Responses must be submitted in writing to the purchasing agent, Lora Stumpf, via email at stumpf@netl.doe.gov no later than the time and date noted above. Telephone responses and requests will not be received. A determination by the Government not to compete this requirement based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
