Description
This notice is in accordance with FAR subpart 5.2, Synopses of Proposed Contract Actions. The U.S. Department of the Interior, the Bureau of Safety and Environmental Enforcement (BSEE), Acquisition Operations Branch, is the contracting office for this procurement. The purpose of this notice is to announce the intent to award a firm-fixed-price type of purchase order on a sole source basis to Gemini Solutions, Inc. (GSI) pursuant to FAR subpart 13.5 and in accordance with FAR 13.106-1(b). The bureau has a requirement to purchase software and maintenance on a brand name basis for the following GSI suite of reservoir simulation products: Merlin, Apprentice, VR-3D, Avalon, and Camelot-WCD. This follow-on acquisition will allow GSI to provide the Government with continued development and production of a critical interpretation platform and highly-specialized software that enables BSEE to evaluate proposed operator production strategies. BSEE geoscientists and engineers use the software to carry out sophisticated, independent analyses routinely performed by industry, and generate timely determinations and decisions in accordance with regulatory requirements. It is anticipated that award of a purchase order will occur on or before September 1, 2019 with a 12-month base period of performance and four (4) 12-month option periods. The applicable NAICS Code is 511210. This is NOT a request for competitive quotes. This notice of intent is for informational-purposes only. However, all responsible sources may submit a capability statement, which shall be considered by the agency if received by the Point of Contact (POC) listed below by close of business May 20, 2019 (reference Solicitation No. 140E0119Q0048). A determination by the Government not to compete this action based on this notice is solely within the discretion of the Government.
