1. PROVIDE, INSTALL AND MAINTAIN A LEASED 10GBE (GIGABIT ETHERNET) IP BACKBONE CIRCUIT BETWEEN THE J-PE ROUTER IN BLDG 213, RM COMM, 213 CUSTER AVENUE, FT RILEY, KS AND J-PE ROUTER IN BLDG 1000, RM 222, 900 SAC BLVD, OFFUTT AFB, NE. 2. EACH CONTRACTOR IS RESPONSIBLE FOR READING AND COMPLYING WITH ALL TECHNICAL ASPECTS OF THIS SOLICITATION, TO INCLUDE READING AND AGREEING WITH THE STANDARD PROVISIONS, ATTACHMENTS LISTING SPECIFIC TECHNICAL REQUIREMENTS, PRICE QUOTE REQUIREMENTS, AND REQUESTED SERVICE DATE. FAILURE TO READ AND ADHERE TO ANY PORTION OF THE INQUIRY SHALL RENDER THE QUOTE NON-COMPLIANT AND RESULT IN IT BEING EXCLUDED FROM EVALUATION AND AWARD. 3. CONTRACTORS ARE RESPONSIBLE FOR READING AND ADDRESSING ALL TECHNICAL REQUIREMENTS OF THIS INQUIRY/SOLICITATION, READING AND AGREEING WITH THE STANDARD PROVISIONS, PROVIDE PRICE QUOTATION IN ACCORDANCE WITH STANDARD PROVISION 4, AND MEET THE REQUESTED SERVICE DATE. 4. THE SERVICE DATE TO BE MET IS: 10 OCT 19 (SIP) TO COMPLY WITH PROCUREMENT ACQUISITION LEAD TIME (PALT) FOR THIS TYPE OF SERVICE. ANY CHANGES TO THE REQUESTED SERVICE DATE WILL BE NOTIFIED VIA AMENDMENT TO THE SOLICITATION AND POSTED TO FBO. IAW STANDARD PROVISION 42 THE GOVERNMENT MAY CANCEL, TERMINATE, OR REQUEST CONSIDERATION FOR FAILURE TO MEET CONTRACTUAL SERVICE DATE. 5. CONTRACTORS MUST ENSURE THAT QUOTES SHALL INCLUDE SUFFICIENT DETAIL FOR EFFECTIVE EVALUATION AND SHOULD NOT SIMPLY REPHRASE OR RESTATE THE GOVERNMENT REQUIREMENTS. RATHER, CONTRACTORS MUST PROVIDE CONVINCING RATIONALE TO ADDRESS HOW THEY INTEND TO MEET THE REQUIREMENT. QUOTES MUST PROVIDE CONVINCING RATIONALE TO ADDRESS HOW THE CONTRACTOR INTENDS TO MEET THE REQUIREMENT. IN RESPONSE TO THIS SOLICITATION, NO TERMS OR CONDITIONS PLACED UPON THE GOVERNMENT, NOR ASSUMPTIONS WILL BE ACCEPTED. CONTRACTORS ARE ENCOURAGED TO SUBMIT QUESTIONS AND REQUEST CLARIFICATIONS OF THE REQUIREMENT(S) BEFORE SUBMITTING QUOTES. QUESTIONS SHALL BE SUBMITTED TO CONTRACT SPECIALIST AND CONTRACTING OFFICER DURING THE SOLICITATION PHASE ONLY, AND RESPONSES FOR ALL INTERESTED PARTIES WILL BE POSTED TO FEDBIZOPPS. 6. IN RESPONSE TO THIS SOLICITATION, NO TERMS OR CONDITIONS PLACED UPON THE GOVERNMENT WILL BE ACCEPTED. 7. CONTRACTORS ARE INSTRUCTED TO SUBMIT QUESTIONS AND REQUEST CLARIFICATIONS OF THE REQUIREMENT (S) BEFORE SUBMITTING QUOTES. QUESTIONS SHALL BE SUBMITTED TO CONTRACT SPECIALIST AND CONTRACTING OFFICER DURING THE INQUIRY/SOLICITATION PHASE ONLY. 8. QUOTES MUST BE UPLOADED TO IDEAS. 9. THIS REQUIREMENT MUST BE WORKED IN CONJUNCTION WITH INQUIRY HC101319QA678/TSR RU09JAN196155 (FORMERLYHC101319QA311) AND MUST BE ENGINEERED AND PROVISIONED TOTALLY DIVERSE END TO END FROM THE GOVERNMENT SERVICE DELIVERY POINTS (SDP) FROM INQUIRY HC101319QA678/TSR RU09JAN196155 (FORMERLYHC101319QA311); MEANING THE PHYSICAL PATHS ARE TOTALLY SEPARATE INCLUDING MAN HOLES, CONDUIT, CENTRAL OFFICE LOCATIONS, AND FIBER BUILDS. ADDITIONALLY AS A MINIMUM MUST HAVE 50 METERS PHYSICAL SEPARATION FROM TSR INQUIRY HC101319QA678/TSR RU09JAN196155 (FORMERLYHC101319QA311). 10. TO DETERMINE THE AWARDEE(S) OF THESE DIVERSE REQUIREMENTS, THE GOVERNMENT WILL FIRST EVALUATE THE LOWEST PRICED SOLUTION FOR EACH SOLICITATION. IF THOSE TWO SOLUTIONS ARE DIVERSE FROM EACH OTHER AND MEET ALL REQUIREMENTS, AWARD WILL BE MADE TO THE CONTRACTOR OR CONTRACTORS THAT PROPOSED THE TWO SOLUTIONS. IF THE TWO LOWEST PRICED SOLUTIONS ARE NOT AWARD-ABLE BECAUSE THEY ARE NOT DIVERSE FROM EACH OTHER OR DO NOT MEET REQUIREMENTS, THE GOVERNMENT WILL EVALUATE THE NEXT LOWEST PRICED COMBINATION FOR BOTH SOLICITATIONS UNTIL IT DETERMINES THE LOWEST PRICED COMBINATION THAT MEETS ALL REQUIREMENTS. AWARDS WILL BE MAKE AS A PAIR TO ONE CONTRACTOR ONLY OR SPLIT THE AWARD BETWEEN TWO CONTRACTORS THAT MEET ALL TECHNICAL REQUIREMENTS, REQUESTED SERVICE DATE AND PROPOSE THE LOWEST PRICE. 11. CONTRACTOR SHALL PROVIDE COLOR POWERPOINT DRAWINGS SHOWING THE ROUTES FROM THE COMMERCIAL DEMARKS TO THE SUPPORTING CENTRAL OFFICES AND/OR WIRING CENTERS, ENSURING THE PHYSICAL END TO END DIVERSITY REQUIREMENTS ARE BEING MET. DRAWINGS MUST INCLUDE SEPARATION DISTANCES, TOTAL FIBER MILES AND ROUND TRIP DELAY BASED ON ACTUAL DISTANCE IN MILES. REFER TO STANDARD PROVISION 39 FOR SPECIFIC DOCUMENTATION REQUIREMENTS. SAMPLE DRAWINGS INCLUDED WITH INQUIRY/SOLICITATION SHALL BE FOLLOWED IN ORDER TO PROVIDE THE REQUIRED TECHNICAL INFORMATION. MAPS AND DRAWINGS WITH ERRORS, MISMATCH INFORMATION, MISSING RTD, AND NOT ENOUGH DETAIL TO DETERMINE DIVERSITY THROUGHOUT THE FIBER PATH WILL BE FOUND TECHNICALLY DEFICIENT AND WILL NOT BE ACCEPTED. (DO NOT INCLUDE THIS PARAGRAPH IN REQUIREMENTS TO BE WORKED IN CONJUNCTION/COORDINATION UNLESS MAPS/DRAWINGS ARE REQUIRED). 12. PRE AWARD SITE SURVEYS ARE AUTHORIZED (AT CONTRACTOR EXPENSE) AND SHOULD BE CONDUCTED IN COORDINATION WITH LOCAL POCS AT EACH GOVERNMENT SITE. 13. CONTRACTORS MUST ADDRESS IN QUOTES COMPLIANCE WITH TESTING AND ACCEPTANCE REQUIREMENTS. FAILURE TO READ AND ADHERE TO ANY PORTION OF THE SOLICITATION SHALL RENDER THE QUOTE NON-COMPLIANT AND RESULT IN IT BEING EXCLUDED FROM EVALUATION AND AWARD.
