This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number 36C24719Q0511 is issued as a request for quotation (RFQ) Combined Synopsis/Solicitation. The acquisition procedures at FAR Part 13 are being utilized. The provisions and clauses incorporated into this solicitation document are those in effect through Federal Acquisition Circular 2019-01 (01-22-2019). Provisions and clauses incorporated by reference have the same force and effect as if they were given in full text. The full text of the Federal Acquisition Regulations (FAR) and Veterans Affairs Acquisition Regulations supplement (VAAR) can be accessed on the Internet at http://www.acquisition.gov/far/ (FAR) and http://www.va.gov/oal/library/vaar/ (VAAR). This combined synopsis solicitation is set-aside for Service Disabled Veteran Owned Small Business (SDVOSBs) in accordance with VAAR 852.219-10. The acquisition will be made pursuant to the authority in FAR 13 to use simplified procedures for commercial items. The North American Industry Classification System (NAICS) code is 336999, All Other Transportation Equipment Manufacturing; the size standard is 1,000 employees. Only Department of Veterans Affairs Center for Veterans Enterprise (CVE) Vendor Information Pages (VIP) VetBiz verified SDVOSB firms are eligible to submit an offer or receive an award of a VA contract that is set-aside for SDVOSB in accordance with VAAR Part 819. ITEM DESCRIPTION The Carl Vinson VA Medical Center, 1826 Veterans Blvd, Dublin GA 31021, is seeking to procure services for six electric carts that require specific repairs in order to be compliant for indoor use. All repairs must be complete within 30 days of contract award. This procurement is FOB Destination and all taxes and shipping must be included in the price. See Attachment A Statement of Work (SOW) for additional requirements. CLIN DESCRIPTION QUANTITY UNIT PRICE TOTAL PRICE 0001 Complete Cart Repairs IAW SOW. Remove existing batteries; Install 4 each new batteries; Install 1 each battery chargers; Install 1 each speed controller. 6 EA BASIS OF AWARD The Government intends to award a Firm Fixed Price contract to the responsible Offeror whose proposal, conforming to the solicitation, is the lowest price technically acceptable. To be considered as technically acceptable, an offeror must contain both, the Technical Capabilities narrative and Past Performance information as described below. To be eligible for award, an offer must be rated as Acceptable in the non-price factors. For price evaluation purposes, the lowest price technically acceptable offer will be selected for award. Quotes shall be evaluated under FAR Part 13.106-2(b) and 12.209. Technical Capability. Offerors will describe and provide information on their company s ability to provide the required service per the Statement of Work. Offerors shall provide a technical narrative on their overall technical expertise and methods used to meet the requirements identified in the SOW. This narrative should provide evidence that the offeror understands the requirement and has the technical capability to meet the requirement. Past Performance. Offerors shall submit at least two references demonstrating experience of work in similar scope, volume, and complexity. References must include contact name, number, email address, a brief description of the services provided, and the contract number (if applicable). References may be checked by the Contracting Office to ensure offeror can perform the required services as outlined in the SOW. The Government also reserves the right to obtain information for use in the evaluation of past performance from any, and all sources. Price. The Government will evaluate quotes for award purposes based on the Lowest price technically acceptable. Prices will also be evaluated for fair and reasonableness in accordance with FAR 12.209. Pricing should be considered FOB Destination and be good for 30 calendar days after close of the solicitation.
