- VHAPM Part 813.106 Page 1 of 1 Original Date: 08/30/17 DEPARTMENT OF VETERANS AFFAIRS Justification for Single Source Awards IAW FAR 13.106-1 For Over Micro-Purchase Threshold but Not Exceeding the SAT ($3K to $150K) Acquisition Plan Action ID: 36C260-19-AP-3190 Contracting Activity: Department of Veterans Affairs, VISN 20, Veterans Affairs Puget Sound Health Care System (VAPSHCS), Seattle, WA Facility Management Department PR # 663-19-3-882-0266. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: The Contractor shall furnish all supervision, labor, materials, equipment, and travel replacement of Chiller 1 B Phase Pole assembly. To accomplish these tasks, the contractor will provide, at a minimum, installation of a new motor and rewind and repair of the existing motor. The cost for these services shall not exceed $52,636.00. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: Emergency Replacement. The Veteran Affairs Puget Sound Healthcare System Seattle Division has experienced a catastrophic failure of the Chiller 1 B Phase Pole assembly which is necessary to maintain N+1 chiller availability for conditioning patient care space. The inability to condition patient care space would shut down the ability of the Seattle Campus to provided patient care. Johnson Controls is the only readily available contractor familiar with the plant infrastructure and able to respond with resources and staff in a timely manner. Description of market research conducted and results or statement why it was not conducted: Emergency Replacement. No time for research. Contracting Officer's Certification: The statutory authority for restricting competition under SAP, or Single Sourcing, for acquisitions not greater than $150,000 or Simplified Acquisition Threshold (SAT) is 41 U.S.C. 1901), as implemented by FAR 13.106-1(b)(1).
