Description
THIS IS A NOTICE OF INTENT TO SOLICIT FROM A SINGLE SOURCE. The U.S. Fish & Wildlife Service intends to negotiate with Northpoint Engineering, LLC, Concord, NH, 03301-4839 under the authority of FAR 13.106-1(b)(1)(i) soliciting from a single source for design services for an open bottom water crossing (i.e. culvert or arch culvert) that meets aquatic organism passage (AOP) design guidelines which supports aquatic connectivity on Potter Farm Road at Umbagog National Wildlife Refuge, Errol, New Hampshire. This is not a solicitation. This order will be Firm Fixed Price. The design of this project was previously worked on by Federal Highways, and Northpoint Engineering, LLC was involved in the survey and design development for the culvert. The original design was only for a 25 year flood plan, however, it needs to be revised to meet the state required 100 year flood plan to be permitted within the area. To save on cost and time and to prevent the Government from repeating steps already completed previously, the U.S. Fish & Wildlife Service intends to work with Northpoint Engineering, LLC to bring the design in line with the state requirement 100 year flood plan. Northpoint Engineering, LLC currently has intimate background information and knowledge of the project to quickly revise the design to meet the service ™s requirements. The NAICS is 541330 “ Engineering Services with a size standard of $15.0 M. Interested parties that believe they could satisfy the requirements listed above may clearly and unambiguously identify their capability to do so in writing on or before the response date for this notice. This notice of intent is not a request for competitive quotations/proposals or bids. Information submitted in response to this notice will be used solely to determine whether competitive procedures could be used for this acquisition. A determination by the Government not to compete this acquisition based upon responses to this notice is solely within the discretion of the Government. If competitive procedures are not used it is estimated that an award will be issued on or about May 22, 2019. No telephonic inquiries The authority for soliciting a single source under simplified acquisition procedures is FAR 13.106-1(b)(1)(i), Soliciting Competition, which states that contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available.
