- Page 3 of 3 Department of Veterans Affairs Veterans Health Administration Request for Information (RFI) Quality and Safety Training for Healthcare Professionals THIS IS A REQUEST FOR INFORMATION (RFI) ONLY (as defined in FAR 15.201(e)), this is not a solicitation. Solicitations are not available at this time. Requests for a solicitation will not receive a response. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received, provide feedback to respondents with respect to any information submitted, or respond to any questions or comments that may be submitted in response to this RFI. This notice does not constitute a commitment by the United States Government and does not obligate the Government to award a contract or otherwise pay for the information provided in response. Responders are solely responsible for all expenses associated with responding to this RFI. The purpose of this RFI is to seek out if a vendor has the capabilities to provide the following: The Department of Veterans Affairs (VA), Veterans Health Administration (VHA) is seeking virtual access to training in evidence-based healthcare quality and safety theory, principles and practices to increase basic safety and improvement competencies across the department to support continuous improvement efforts towards high reliability. The contractor shall provide access to a variety of virtual training programs to develop skills in healthcare quality and safety theory, principles and practices. Ideally, this training will lead towards a basic standard skill set and certification to support continuous quality improvement in the healthcare environment. Task 1: Contractor shall provide the government subscription rights and associated access to a catalog of patient safety and quality improvement programs capacity of at least 1000 students. These courses will provide continuing professional educational credit for participants with an opportunity to receive a certificate that indicates a basic proficiency in quality and safety. Deliverable 1.1: Contractor shall provide the VHA CO/COR and QSV Executive instructions for accessing the catalog of healthcare safety and improvement programs available to virtual attendees. Contractor shall provide notification to VHA CO/COR and QSV whenever changes to the curriculum have been made. Deliverable 1.2: Contractor shall provide continuing education credits for professional nurses and physicians, at a minimum, for participation and completion of programs. Deliverable 1.3 Contractor shall provide an evidence based, industry recognized certificate that demonstrates a foundational level of competence in quality and safety. Deliverable 1.4: Contractor shall provide technical support to students for registration and participation in courses, through a help-desk or similar function. Deliverable 1.5 Students will be able to utilize tools and resources from the programs to train others within the VA system. (i.e train the trainer approach for participants to be able to spread at local facilities) Task 2: Contractor shall provide the VHA CO/COR and QSV Executive a process to evaluate attendee participation and success in participating and completing the various training opportunities available to them. Deliverable 2.1: The government will manage the distribution of subscription slots (i.e. the government will choose attendees), and the Contractor shall manage the registration for the attendees into the virtual classes. Deliverable 2.2: Contractor shall provide summary reports to the government to show participation and course completion by students, as well as a summary of credits earned. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s). Response Format/Page Limitations: The overall total page limit for responses to this RFI is three (3) pages. Response submissions should be submitted in Microsoft Word format with Times New Roman font, 12 pt. or greater font size. Interested parties should limit marketing material in order to allow sufficient space for adequately, directly, and substantively responding with the information of most interest to the Government. In all correspondence relevant to this RFI please identify it as a response to the VHA Quality and Safety Training for Healthcare Professionals and refer to the identifying number of 36C10X19Q0142. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed.
