- Amendment 6923G519Q0530A00001 is available as an attachment and must be signed and returned with all offers to be considered for award. This amendment is two-fold, first it serves to correct language on Page 3 of the Work Plan. The revised work plan has been made available as an attachment named Revised Work Statement. The revised work statement shall be used for developing offers. Second, it serves to answer questions submitted by an interested vendor. Questions and Answers Question: On Page 3 of the Work Plan, the grain size is listed to be tested in accordance with ASTM D41/42. Is this meant to be ASTM D422? Also, on sheet SLS-326-289, Note 2, it specifies that "samples shall be classified per the Burmister system" while the Work Plan specifies the Unified Soil Classification System (USCS). Is one of these the preferred method? Answer: Grain Size Test Method: According to the document on which the work plan is based, the New York State Department of Environmental Conservation (NYSDEC) Technical and Operational Guidance Series (TOGS) 5.1.9. "In-Water and Riparian Management of Sediment and Dredged Material", Table 1, the required grain size method is listed as "ASTM D41/D42" (sic). However, a further investigation on our part indicates that ASTM D41 and D42 covers asphalt and related products and D422 covers soils grain size, so evidently there was a misprint on the part of the NYSDEC TOGS 5.1.9 table 1. Therefore, we have replaced "ASTM D41/42" with ASTM D422. Soil Classification Method: We want both methods: the Burmister (American Society for Engineering Education or ASTM D-2488) because it is more descriptive in terms of particle size proportions and also the Unified because that satisfies TOGS 5.1.9. Therefore, we will require both. NOTE: THIS NOTICE WAS NOT POSTED TO FEDBIZOPPS ON THE DATE INDICATED IN THE NOTICE ITSELF (07-MAY-2019); HOWEVER, IT DID APPEAR IN THE FEDBIZOPPS FTP FEED ON THIS DATE.
