- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-101, 10-26-2018. It is the contractor ¿s responsibility to be familiar with applicable clauses and provisions. Clauses and provisions can be found at https://www.acquisition.gov/far/52. The solicitation number is 140P8319Q0032 and the solicitation is issued as a Request for Quotation (RFQ). The NAICS code is 561730 with an associated small business size standard of $7.5 million. This solicitation is a 100% total small business set-aside, and will result in a firm fixed price contract to a single vendor determined to be responsive and responsible. Also, you must be registered in the System for Award Management (SAM) website: https://www.sam.gov/. DESCRIPTION. The National Park Service (NPS), Lake Roosevelt National Recreation Area (LARO), Washington State, has a requirement for the treatment of noxious weeds, the contractor shall provide crews, equipment and supplies for the treatment of noxious weeds. ATTACHMENTS TO THIS SOLICITATION. All attachments can be accessed via the link to FedConnect, or by going directly to the FedConnect website at https://www.fedconnect.net. Once at the FedConnect home page, click "Search Public Opportunities Only." Next screen, under Search Criteria, change the drop-down menu selection to read "Reference Number," then type in solicitation number 140P8319Q0032 and click "search." Next screen, click the underlined text that is the title of the solicitation, shown as "(LARO) Treatment of Noxious Weeds ¿. Next screen is the overview screen. On the right-hand side, is the list of documents posted, showing the SF-1449 solicitation form and all attachments. The attachments must be opened individually, and can be downloaded and saved or printed. Besides the SF-1449 solicitation form, there are ten total attachments: Attachment no. 1, this combined synopsis/solicitation, Attachment no. 2 is Statement of Work, Attachment no. 3 is the Dept. of Labor (DOL) wage decision (wage rates), Attachment no. 4 is the LARO Weed Pricing Sheet, Attachment no. 5 is the LARO Herbicide Application Log, Attachment no. 6 is the Noxious Weed Description Mgt Areas, Attachment no. 7 is the Entire LARO Area Map, Attachment no. 8 is the Central District Noxious Weed Mgt Area Map, Attachment no. 9 is the South District Noxious Weed Mgt Area Map, Attachment no. 10 is the North District Noxious Weed Mgt Area Map. STATEMEN OF WORK (SOW). See Attachement 2, Scope of Work. PLACE OF PERFORMANCE. All noxious weed treatment sites will be located within the boundaries of LARO. Refer to Attachment 6 Noxious Weed Description Mgt Areas for information on species, property roads, specific site locations and acreage to be treated. Site maps are also located in Attachment 7, 8, 9, & 10 MAPS. SCHEDULE OF SERVICE. Treatment services should be performed in the spring time (May-June 2019), however, specifics on the schedule will be coordinated between the Contracting Officers Representative (COR) and the contractor. US DEPARTMENT OF LABOR SERVICE CONTRACT LABOR STANDARDS (formerly known as the Service Contract Act) WAGE DETERMINATIONS. For the purpose of providing a price schedule, Attachment no. 3, Labor Wage Determination (WDOL) is applicable to the awarded contract. PRICE SCHEDULE. There are a total of Twenty Nine (29) locations set up as Options to quote (The locations cover a total of 435.3 acres.) The Government may choose to award One Option Location, One or more Option Locations or All 29 Option Locations. The prices quoted shall include all labor, material and equipment in accordance with the Scope of Work, Wage Determinations, Clauses and Provisions necessary to complete the work herein. The unit of measure shall be in acres. All treatment sites are delineated into acre treatment units. Complete the Attached Price Schedule in Attachment 4. QUESTIONS REGARDING THIS SOLICITATION must be submitted in writing via email (phone or fax questions will not be accepted). Questions or quotes submitted by FedConnect web portal or Fed Connect Message Carrier will not be accepted or considered WHAT TO SUBMIT - - CONTENTS OF QUOTE to PROVIDE TO email address Katheryn_Camacho@nps.gov. (1) Complete, sign and fill in the price in CLIN 00010 on the SF-18. (2) Include delivery pricing Attachment no 4, LARO Weed Pricing Sheet. (2) Provide the company DUNS, point of contact, phone number and email address on the SF-18 form. The DUNS number will be verified in the SAM.gov database including reps/certs - - refer back to clauses and 52.232-33 above. (3) Sign the SF-18. (4) Acknowledge any amendments issued IF APPLICABLE; (5) Submit either the filled out reps/certs provision 52.212-3 manually or complete the representations and certifications in SAM. (6) Submit Technical capability (Relevant Experience and Applicator or Supervisor On-site is a licensed herbicide applicator.) (Paragraph 14 ) as noted in the evaluation factors. (7) Submit at least three but nor more than five professional references of customers/clients for which you have performed the same or similar type of work in the past three years. Include for each reference the customer/client's company name and address, point of contact, phone number, email address, brief description of the service provided, period of performance dates and job/project value. (Paragraph 14) WHEN TO SUBMIT QUOTE - - RESPONSE DATE: Quotations must be received by email, or hand-delivered no later than 4:00pm Pacific Time (PT) on Monday, May 20 2018. HOW TO SUBMIT QUOTE: Quotes can be submitted by email or hand-delivered. Telephone or faxed quotes will not be accepted.
