- THIS IS AN INDIAN OWNED SMALL BUSINESS ECONOMIC ENTERPRISE SET ASIDE: This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. Solicitation No. 140A1619Q0153 herein cited will be procured under FAR Part 12, Acquisition of Commercial Items. Solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2019-01. This acquisition is for a ISBEE Small Business Set-Aside. NAICS Code: 238210. STATEMENT OF WORK FOR SURVEILLANCE SECURITY SYSTEM SHERMAN INDIAN HIGH SCHOOL BACKGROUND: Installation of security cameras at Sherman Indian High School (SIHS), located at 9010 Magnolia Avenue, Riverside, Riverside County, California. SIHS is a U.S. Department of Interior, Bureau of Indian Affairs/Bureau of Indian Education (BIE) boarding school servicing Native American Indian & Alaska Native (AI/AN) students in grades 9-12. The campus ground is an 88.1-acre facility. The site currently has a pair of multi-mode fiber (dark and unterminated) located in almost all buildings that are to be utilized for a Closed Circuit perimeter video network. Termination points consist of 110 volt power and wall cabinet. Objectives: Sherman Indian High School (SIHS) is requesting services to install security surveillance cameras around the perimeter of campus on existing structures. Cameras must be able to record footage 24 hours a day in video and still format for replay and or print at a later date. A mandatory of 14 days of recording history is required to be onsite. Must be able to produce evidentiary quality video and stills for use in identification in the event of a perimeter breach knowing that there is low light and no light areas. This project must include all aspects of delivery, installation, configuration, and training for the system. The system may utilize current Campus Area Network (CAN) Multi-Mode Fiber (as a separate network) where available after school's initial redundancies are met. For example, where a pair of fibers are available beyond those in use and their redundant pair for backup. Additionally, the cameras will communicate with an Intergraded Control Unit for real-time monitoring and report with no impact on the school's network communications. The site currently has a pair of multi-mode fiber (dark and unterminated) located in almost all buildings that are to be utilized for a Closed Circuit perimeter video network. Termination points consist of 110 volt power and wall cabinet. Some line of sight wireless AP's may be necessary to connect back to the fiber backbone. SCOPE: Installation services include the planning, development of design, management and operations and clean-up of the site at our Federal facility. These services involve full installation which provides for cabling and switches of Point, tilt and zoom (PTZ) security cameras along Magnolia Avenue and Jackson Street. Fixed cameras along Mission Way fence line, Bureau of Indian Affairs (BIA) Maintenance Road (91 freeway), and within the campus grounds at various locations (Shops location camera viewing livestock and facing Facility Management). Maps will be provided at the scheduled site visit. Site visit attendance is mandatory to submit proposals on this requirement. TASKS: 1) Network Video Recorder Requirement Network Video Recorder(s) (NVR) required for each facility. No refurbished equipment accepted. NVRs should be a maximum channel amount to provide adequate surveillance to an 88.1 acres facility. Centralized enterprise management of all NVRs for management of NVRs, users and user permissions, and centralized access of live video and recordings. Network Video Recorder must be certified to work with ACTi NVR 3.0 and ACTi CMS 2.0 (only if universal standards). Server storage requirement is a minimum of fifteen (15) days for each NVR. NVR hardware must be rack mountable. A channel license for each camera to be supplied by vendor Video surveillance supplier to coordinate with contracting officer representative (COR) on network configuration best practices. NVR to be manufactured warrantied for minimum of 3 years. Monthly software and maintenance warranty for multi-year and cost after that. School Administrator must be able to view live and recorded video from computers. Ability to create motion notifications where cameras are capable to turn and focus where activity may be occurring. Location of motion detection is perimeter of football field. The Contractor will be responsible for the disposal of any equipment or material that was removed during the installation process. Equipment placement will be housed in the Administration Building, Server Room. 2) Surveillance Cameras Vendors shall supply camera specifications including manufacturer, model, description, any special maintenance requirements and warranty. Vendor to configure the camera frame and compression rates to maximize storage and bandwidth utilization. Vendor to configure the motion detection sensitivity and masking based on guidance from SIHS. The guard shack and school administrator will have viewing capabilities. The guard shack will have the capability to control the PTZ cameras Vendor to configure the surveillance system software to retain a minimum of fifteen (15) days of recordings, with minimum of 15 FPS. Vendor to install the server and camera licensing, configure the camera ID and description (using Building and locations provided by (Sherman Indian HS), and Vendor shall provide drawings including network configuration and device location. Vendor is responsible for all mounting hardware, brackets, and accessories as required by manufacturer and/or site conditions to successfully place the cameras per proposal. Cameras must be compatible and cross-listed with ACTi NVR 3.0 and CMS 2.0 software if universal. Exterior cameras shall be a minimum of: 2MPeXtraLUX Box Camera, 30 fps IR PTZ (Infuriated Pan Tilt Zoom) or 90 °variaable field or view depending on intended coverage. Image resolution Pixel-Per-Foot (PPF) ratings at a minimum of 40 PPF which is enough to view a human face. Mounting hardware to be same manufacturer as the camera equipment. All cameras field of view to be coordinated with Sherman Indian High School base resolution of 40 PPF. All cameras to be warrantied for a minimum of 3 years. Monthly software and maintenance for multi-year and cost after that. Including inspection of cameras, focus, and cleanliness. All cameras updated to latest firmware at time of purchase. All cameras are to be secured / password protected as part of security best practices. All penetrations and length and type of conduit on building exteriors will be approved by the school. The Contractor will be responsible for the disposal of any equipment or material that was removed during the installation process. Intrusion zone the use of thermal sensors such as SightSensorXA images that have ability to discern the size and shape of objects entering football field zone in complete darkness. 3) Training The vendor shall provide comprehensive training in the operation and management and maintenance of the camera surveillance software and platform. Training should include camera setup, including motion detection sensitivity and masking. GOVERNMENT-FURNISHED PROPERTY (GFP): Government property shall not be furnished. The site currently has a pair of multi-mode fiber (dark and unterminated) located in almost all buildings that are to be utilized for a Closed Circuit perimeter video network. Termination points consist of 11o volt power and wall cabinet. See map. The contractor will provide all supplies, equipment, personnel, and materials necessary to complete work. Including but not limited to switches, AP ¿s, cabling, cameras, poles, central control system, video storage systems, software, etc. END OF STATEMENT OF WORK SITE VISIT A site visit has been scheduled for 22 May 2019 at 09:30AM Pacific Standard Time at the following address: 9010 Magnolia Avenue, Riverside, Riverside County, California 92503 Interested parties must enter the grounds through the guard station located on Jackson Street. FAR 52.212-02: Evaluation -Commercial Items: (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: In the order of importance are the listed evaluation factors: Factor I - Technical Capability Factor II - Relevant Experience In accordance with FAR 15.101-2, Lowest Price Technically Acceptable Process. The Government will evaluate all offers to determine technical acceptability proposal with the lowest evaluated price. (b) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. EVALUATION FACTORS M. 1 Contract Award Award will be made on the basis of the lowest evaluated price of proposals meeting the technically acceptability standards. The Government intends to select the Lowest Price Technically Acceptable offer on the basis of initial offers received, without discussions. Offers may be given the opportunity to clarify certain aspects of the proposals (e.g., the relevance of an offeror's past performance information or to resolve minor or clerical errors). M.2 Evaluation The Government will conduct a lowest price technically acceptable source selection as required under FAR 15.101-2. The Government will evaluate all offers to determine technical acceptability proposal with the lowest evaluated price. Each Factor will be rated either "Acceptable" or "Unacceptable". All Factors must be "Acceptable" in order to be determined as technically acceptable. A proposal with any factors that are rated as "Unacceptable" will not be considered. M.3 Evaluation Factors Factor I - Technical Capability Factor II - Relevant Experience FACTOR I - Technical Capability Proposal: The Technical Capability Proposal should have as much details as the offeror considers necessary to fully explain the proposed technical approach. The technical proposal should reflect a clear understanding of the nature of the work to be performed. The proposal shall assess the offeror's understanding of the Bureau of Indian Affair's goals for the project and an understanding of the Statement of Work (SOW). The proposal should include, but not limited to the following: a. Knowledge and understanding of the requirements outlined in the SOW. b. Understanding of general and local conditions which can affect the SOW. c. Logical sequence of steps and/or specific techniques to accomplish all required tasks specified in the SOW. FACTOR II - Relevant Experience: Offeror shall provide at least 3 references with similar size, scope, and complexity of work completed within the last three (3) years. Preferably work should be with Federal Agencies. List the contract numbers; contract amount; brief description of work; name of Government (Federal) Agency; point of contacts; addresses; and current telephone and fax numbers. This factor is the quality of work and depth of relevant experience of the offeror previously completed projects on project management, coordination, compliance, timeliness, dollar value, and related contracts requirements. Contractors shall provide: Names, telephone numbers, and FAX numbers of principal officials in charge of the project who are familiar with Contractor ¿s experience. A description of the work performance, The agency/company or individuals they worked for, The size (value) and location of the contracts, Contract numbers.
