- This is NOT a synopsis or solicitation and no contracts will result from this notice. This is a Sources Sought Notice to determine potential sources and requirement specific information. No reimbursement will be made for any costs associated with providing information in response to this notice. Interested parties are responsible for monitoring the FedBizOps (https://www.fbo.gov/) website for further information. The purpose of this Sources Sought Synopsis is to conduct market research to determine if responsible sources exist, to assist in determining if this effort can be competitive. Sources Sought for Sensitive Compartmented Information Facility at Spangdahlem AB, Germany: Spangdahlem is seeking sources who can build a 44ft long by 15ft wide by 10ft high ARC Vault built as a Sensitive Compartmented Information Facility and all the required equipment for "turn key" handover that meets rigorous security standards including the following traits: -Accreditation Assistance (the security accreditation paperwork for HQ USAFE/A2 approval) and factory engineering support -High security vault door, with NAPEC hasp and frame pins to meet forced entry requirements, plus drip cap, door stop & hold-open hardware -Exterior Entry door will be framed with 10'W x 8'H x 4" steel flashing for building connection -All interior steel surfaces are primed-coated and all exterior steel surfaces are zinc-primed and finished with 7mil thick Devoe Devthane 349QC Polyaspartic Aliphatic Polyurethane. All steel surfaces must be sand-blasted before painting. -Two (2) NFPA 780 Grounding kits including mounting bracket on ARC Vault, 5lf of 7/16" stranded copper cable, 10ft of ¾" copper-clad steel ground rod, and coupler. Grounding kit is furnished by contractor and to be installed by qualified electricians at the site. -200 amp, 110/220 volt, three phase, 50 hertz electrical service, including exterior disconnect and interior distribution panel. POWER SUPPLIED WILL BE 220V ONLY -Emergency Exit with Sound Group 4 exterior door and frame with panic bar exit device with deadlocking bolt - no other access hardware - meeting ICD 705 Ch 3.E, including 3, 4, 5-8, & 11 -External aluminum tamper-resistant connection panel(s) with cable penetrations for signal and communications utility connections, protected with dielectric couplings, in compliance with ICD 705 Ch 3.G. -Enhanced floor, wall and roof envelope, which meets or exceeds Sound Group IV (STC 50) acoustic attenuation per ICD 705 Sound Group 4 requirements and ICD 705 Chapter Three, section C.5.b. and Figure 4. Interior finishes, including latex-painted AC -Qty (1) Wall-mounted Heating, Ventilation & Air Conditioning (HVAC) package, to meet climate control requirements. System includes remote thermostat. See room descriptions for other HVAC equipment -Supply and Return Z-Ducts, with dielectric coupling collar, acoustic lining, man bars in perimeter openings, interior inspection ports for man bar openings, per ICD 705 Ch 3.G.7 and Figure 4. Electronic sound masking in the return air duct(s) is also included. Ducts will extend 30 ft into the room and have 3 vent opening to allow for even air distribution. -Network Rough-in including overhead 4x4 steel tray at perimeter of vault -Network Systems including: Two (2) secure channel patch panels, each mounted inside a dedicated wall-mounted, front/back hinged lockable cabinet (Great Lakes 24WM - 21.25" wide by 24" high by 24.5" deep). Two (2) non-secure channel patch panels mounted inside a single wall-mounted, front/back hinged lockable cabinet (Great Lakes 24WM -21.25" wide by 48" high by 24.5" deep). 2" PVC conduit connections between cabinets and raceway Color-coded cable. Customer to specify color for each channel. Faceplates for each LAN drop. Color coded connectors for each LA -Vindicator Intrusion Detection and Access Control System. -BARD HVAC shared with Fresh / Makeup air supply and return Z-Ducts, with Acoustic Lining including an exhaust fan, per ICD 705 Ch 3.G.7 and Figure 4. -Piping and sprinkler heads on interior with simple penetration through wall. Backflow device and controls/alarm system -LED fixtures providing at least 50fc at 36" above the floor. One switch per room. -Intrusion Detection and Access Control System rough-in, including conduits and junction boxes at devices and at control panel and at keypad. -Combination battery-backup emergency light and illuminated EXIT sign, over each door -Interior finishes, including latex-painted AC plywood walls and ceiling -Floor will consist of 1'x1' carpet squares with color/patter determined by customer -Qty (2) dedicated 20 amp outlets -Qty (12) Quad Receptacle Drops -Qty (12) LAN drops -6"x6"x1/4" tubular steel base frame, with four (4) anchor brackets welded to the frame at the corners, plus ¾" x 6" expansion anchor kits -two anchors at each bracket - for installation at the site. -Four (4) lifting eyes, at roof eave line, for unloading by crane Contractor will be required to provide all exterior and interior structures and systems as one requirement to maintain the security accreditation of the system. Please reference instructions for physical security relating to SCIFs (Sensitive Compartmented Information Facilities) and SAPFs (Special Access Program Facilities) contained in DoD Manual 5105.21 and ICD 705; as well as DoDM 5105.21, Vol 2.
