- Liquid Chromatograph-Triple Quadrupole Mass Spectrometer (LC-MS/MS Triple) System and Extended Service Plan The U.S. Environmental Protection Agency (EPA), Office of Research and Development (ORD), National Risk Management Research Laboratory (NRMRL) located at the EPA Facility at 26 W. Martin Luther King Drive, Cincinnati, Ohio 45268 will purchase up to 3 liquid chromatograph-triple quadrupole mass spectrometer (LC-MS/MS Triple) with a 1 year warranty and a service plan for each instrument for up to three years after the warranty expires. The service plan shall include all travel, labor, time, materials and covered parts for 1 routine maintenance visit per year and emergency repairs. The contractor shall provide a factory-trained certified field engineer with documented expertise on the instrument configuration. This requirement will be accomplished under FAR Part 8 through GSA ebuy under SIN 615 9. However, some items needed for the functionality of the LC-MS/MS triple system, such as, component parts, training, and the service plan are open market items expected to exceed $25,000.00. These items shall be purchased with the unit to ensure compatibility. The purpose of this notification is to meet the requirement to synopsize contract actions (open market items) expected to exceed $25,000 IAW FAR 5.201. It is our intent to award a single, fixed price delivery order for the liquid chromatograph-triple quadrupole mass spectrometer(s), component parts, training and the optional service plan as a result of the solicitation issued through GSA eBuy. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS. A determination by the Government not to separately compete the component parts, training and service plan based upon responses to this notice is solely within the discretion of the Government. All firms on the GSA schedule 66 615 9 will have access to the solicitation when it is posted. Documentation must be submitted within 7 calendar days of the date of publication of this notice.
