- 1. This notice serves to synopsize this procurement and to provide a DRAFT Request for Proposals (RFP). A FINAL Request for Proposals (RFP) will be issued no less than 15 calendar days from the date of this notice. Please see attached DRAFT RFP and associated documents for information and details on the acquisition. 2. Interested parties should also review FBO for prior informational postings on this procurement. 3. This DRAFT RFP and associated 6 attachments is being issued to allow potential offerors the opportunity to provide feedback, comments, questions and recommendations on the RFP package and also to start planning a proposal submission. Please respond in writing via e-mail to the primary point of contact no later than 20 May 2019, 11:59 p.m., Orlando, Florida time. Feedback and questions provided by potential offerors will be answered and published in either an ammendment to the DRAFT RFP or in the FINAL RFP in order to give all offerors the same information at the same time. This is to ensure fairness. 4. This DRAFT RFP and all associated documents are in DRAFT form and are subject to change. 5. This acquisition is a competitive, small-business set-aside acquisition and proposals will be evaluated on a Lowest-Price, Technically Acceptable (LPTA) basis. The basic contract will be an Indefinite Delivery, Indefinite Quantity (ID/IQ) instrument and orders may be issued during the five-year ordering period and the sixth option year ordering period. 6. It is estimated that award of the basic contract will occur no later than 30 September 2019. 7. Responders are advised that the U.S. Government will not reimburse any contractor for any information or administrative costs incurred in the response to this notification. All costs associated with responding to this notification will be borne solely by the interested party. 8. Not responding to this notification does not preclude participation in any future RFP or other solicitation, if any is issued.
