Description
The Great Lakes Acquisition Center (GLAC) intends to negotiate a sole source contract with CareFusion, for software service support for the BD CareFusion Systems software utilized on the Alaris devices (see SOW) throughout the VISN 12 facilities throughout Illinois and Wisconsin. The software is proprietary to CareFusion and is the only vendor able to maintain and update the software to include updates, remote support, error correction in the software and access to on line training. This procurement is being conducted in accordance with FAR 12 & 13 Single- Source Award Justification for Simplified Acquisitions Procedure and no other vendor will satisfy agency requirements. This notice of intent is not a request for competitive quotes. No solicitation documents are available and telephone requests will not be accepted. However, any firm that believes it can meet these requirements may give written notification to the Contracting Officer by 10:00 AM (CST) MAY 13, 2019. Supporting evidence must be furnished in enough detail to demonstrate the ability to comply with the above requirements. Information must be sent to the Contracting Officer, Lori.Eastmead@va.gov. TELEPHONE INQUIRIES WILL NOT BE ACCEPTED. Responses received will be evaluated however; a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no responses are received, the Contracting Office will proceed with the sole source negotiation with CareFusion. STATEMENT OF WORK FOR INFUSION PUMP SOFTWARE SERVICES Purpose The purpose of this procurement is to acquire infusion pump services for use in VISN 12 VA Medical Centers: Jesse Brown VAMC, Hines VA Hospital, Iron Mountain VAMC, Madison VA Hospital, Capt. James A. Lovell FHCC, Tomah VAMC, Milwaukee VAMC, Green Bay CBOC, and Danville VA Medical Center. Current Software BD Carefusion Systems Manager BD Carefusion Guardrails Suite MX BD Carefusion Guardrails Editor (GRE) BD Carefusion Continuous Quality Improvement (CQI) Reporter Devices Alaris PC Unit Alaris Pump Module Alaris Syringe Module Alaris PCA module Alaris EtCO2 module Alaris SpO2 module VISN 12 currently has over 3700 devices outlined above. The modules (Pump, Syringe, PCA, EtCO2, SpO2) communicated directly with the Alaris PC Unit running the Guardrails Suite MX software. The Alaris PC Unit connects to VA networked with a FIPS 140-2 certified wireless connection and send information about the different infusions, infusion alarms, and other parameters to the centralized V12 server located in Milwaukee running Systems Manager. Data is stored on this server and CQI reporter software runs quality reports for system super users. Each site also has users designated to use Guardrails editor software to edit data sets on the Alaris PC units. The updated data sets can be pushed out from the System Manager server to each Alaris PC unit by site to improve patient safety. Scope Specifications for Infusion Pump Software Management Services The service must include on site clinical support for practice reinforcement that can be used for compliance rounds and hospital best practices. The service must provide one time during each contract period one eight-hour day of on-site clinical consulting at each facility per 500 PCUs. Practice reinforcement should include nursing staff interactions with the devices and recommending improved practices for medication safety Written report shall be provided to each facility for each practice reinforcement visit. The service must include phone or email access to highly qualified Pharmacy Consultant and CQI Account Managers to address customer data set questions and concerns and assist with the interpretation of CQI data. Qualified Pharmacy Consultant- Pharmacist must be a RPh and have at least 3 years experience working with BD Carefusion Continuous Quality Improvement (CQI) information to make recommendations for improved safety limits on specific pharmaceutical products CQI Account Manager- must have at least 3 years experience working with BD Carefusion Continuous Quality Improvement (CQI) information to make recommendations for improved safety limits on specific pharmaceutical products and other data set parameters. The service must include a workshop with clinical peers to support customer adoption of CQI Reporter software and enhance interpretation skills of CQI data. Workshop shall be for a period of 2 days and hosted by the Contractor at a location within VISN 12 geographic location once per contract period (annually). Workshop shall include the following agenda items Define and create a systematic approach to analyzing Guardrails Reporter software alerts and refine drug libraries, dose limits and clinical advisories to achieve maximum impact for your organization The service must include access to online education. Video content shall be made available upon request to VA education staff and allowed to be uploaded by the VA to internal learning management systems. The service must include Suite training sessions with clinical peers to refresh skills on the use of CQI Reporter and Editor training. The training sessions will be available monthly and can be used as needed. The service must provide enhancements to the Suite MX software when commercially available enabling the same functionality of infusion pumps as a new Alaris system installation. This includes onsite updates to the Alaris System to install the newest version of Suite MX software. The service must provide System Manager server patch management of the operating system, systems manager application and other software components, including rigorous testing before deployment and customized patch cycles and notifications options. All software patches, updates and upgrades shall be provided at no additional cost to the government. Remote management of the server shall be delivery in accordance with the most current version National MOU/ISA agreement between VA and BD Carefusion. The service must provide real-time monitoring of the Systems Manager to ensure system uptime, functionality, optimization and health in accordance with the National MOU/ISA agreement The service must provide concise, actionable information on the hospital s infusion management practices, without requiring analytical or reporting software installation, or in-house technical resources. This includes unlimited access to a web-based portal defined by hospital with benchmarking tools, ability to view all infusions. The service must provide benchmarking tools and the ability to view all infusions (not those just outside of prescribed ranges) across V12 sites. This information must be web-based and be accessible to an unlimited users per hospital. These services would require to be hosted on a vendor platform but contain no sensitive information on accordance with National MOU/ISA agreements. The service must provide technical telephone support from 8:00am CST to 7:00pm CST, Monday through Friday, for operation of and potential errors in the software. The service must provide Clinical Infusion Data Consultant data support will via phone or email 8:00am CST to 7:00pm CST, Monday through Friday, for questions related to the use of the software and interpretation, review, and consulting of data. The service must provide one time during each annual period, tuition for up to two representatives to attend System Data Workshop. The service will provide quarterly analytics for each hospital to include executive summary of key findings, detailed reports and report guide, and review of drugs with highest potential for harm. Data will be available online and have at minimum the past two years of data. One phone call per quarter per hospital will be available to review this information. Maintenance If the contractor releases updates to the Software to enhance the security or operation of the Software, the contractor will deliver the enhancement to the government in machine-readable form along with instructions to assist government to install the enhancement. As applicable, the contractor will install each enhancement remotely through the contractor s remote access solution. The contractor will use commercially reasonable efforts to correct errors in the Software that materially affect the functionality of the software. The contractor should warrant that the product is free from manufacturing defects in material and workmanship under normal use and service for a period of one year from the date of delivery. Contractor will replace or repair equipment if necessary to the satisfaction of the Government. Contractor shall provide a copy of the written warranty upon acceptance of the equipment. All labor, time, materials, equipment, travel, service manuals and supplies necessary to keep equipment operational during the warranty period shall be included. If an enhancement requires a change to the Alaris system embedded software, then one-time during each annual period, the contractor will perform one on-site technical services visit for up to eight business hours for each 200 units to install the latest version of the software, download CQI data and upload Government s data set onto the licensed units. The contractor will provide telephone support to the government regarding the operation of and potential errors in the software. The contractor shall deliver the product. After contacting the COR (or COR designee) at the VA, a specific time will be scheduled for the delivery of the product. Place of Performance The place of performance will be VISN 12 VA Medical Centers.
