Description
Davis Bayou Fiber Optic Cable Project The purpose of Amendment 0001 is to incorporate revised specifications, mitigations list, and organize a site visit SYNOPSIS: The National Park Service, Southeast Region, West Major Acquisition Buying Office, has a requirement for a firm-fixed price Service contract turn-key installation of single communications fiber optic cable runs from the Davis Bayou Visitors Center phone closet to four buildings: 1) Davis Bayou Visitors Center (VC) to Boat dock building, 2) Davis Bayou VC to Maintenance Compound Office, 3) Maintenance Office to "Cave" concrete flat top building, 4) Maintenance Office to Campground Office. Work will include pull boxes every 400 feet or so along the routes for pulling and maintenance of the fiber cable. Fiber will be multi or single mode 12 strands in 2 inch pvc with metallic marking tape. Rack mounted patch panels on both ends. Fiber length is roughly 7000-8000 feet aggregate ~ 3/4 mile run, ~ 5/8 mile run, ~ 1/2 mile run, ~ 1/4 mile run. Vendor is responsible for field measure distances, obtaining any permitting and all costs associated with repair of any damage caused by ground disturbance during this installation. Vender will supply fiber to Ethernet media converters and Patch cables. Davis Bayou Visitors Center Address is 3500 Park Road, Ocean Springs, MS 39564 ACQUISITION METHOD: This acquisition is being issued as a Request for Quotation (RFQ) in accordance with the simplified acquisition method and procedures found in FAR Subparts 12 and 13, including the use of Standard Form 1449, Solicitation/Contract/Order for Commercial Items. ESTIMATED VALUE: between $25,000 and $250,000. PERIOD OF PERFORMANCE: 45-Days after Notice To Proceed, approximately (07/31/2018 - 09/13/2019) to run concurrent with Utilities Relocation for the Davis Bayou Road Safety Project under separate contract. SET-ASIDE: 100% small business under NAICS code 238210 with size standard of $15.0 in millions of dollars. QUALIFICATIONS: A certified Fiber contractor is required. The contractor must be experienced in fiber optic cable installations and should be able to provide references for similar work. Each worker that will be in a crew installing the network needs to be trained and should be certified as a fiber technician such as a FOA CFOT, since it is the individual worker, not the company, that will be doing the actual installation work. New workers or apprentices should have an experienced supervisor and or mentor under whom they are working and learning the skills of a fiber optic installer so their work is properly done also. Note: Techs doing fiber installation for any particular application should have a CFOT (or other nationally recognized organization chartered to promote professionalism in fiber optics through education, certification and standards) to be qualified for doing installation work. The CFOT is the basic certification required for all installation personnel. FOA specialist training and certifications are also available in three categories, Skills-based, Applications-based and Fiber optic network design. TECHNICAL CAPABILITY PROPOSAL: Must include detailed requirements for the project, Contractor to spell out exactly what will be installed, to include any required submittals, material, test reports, etc. The technical approach will be part of the comparative assessment to help ensure that the customer gets what they expect and the contractor knows what is expected of them when designing the network, estimating costs, doing the actual installation and providing proof of performance in order to show the work is completed and payment should be made. RESPONSE DUE DATE: The deadline for the submission of responses is 30 days after notice published in FBO on or before 05/23/2019 at 10:00 AM (CT local time) All quotations or offers that are timely received electronically via FedConnect.net or Email: andre_ward@nps.gov shall be considered. If the contracting officer receives only one acceptable offer from a responsible small business concern in response to a set-aside, the contracting officer should make an award to that firm. If the contracting officer receives no acceptable offers from responsible small business concerns, the set-aside shall be withdrawn and the requirement, if still valid, shall be resolicited on an unrestricted basis.
