Description
The Department of Veteran Affairs, Southeast VISN 7 herby submits a notice of intent to award a sole source firm fixed price task order for the renewal of Database Subscription Services Health Business Elite inclusive of the following: CINAHAL Complete, MEDLINE Complete, Dentistry & Oral Sciences Source, International Pharmaceutical Abstracts, Patient Education Reference Center, Psychology and Behavioral Sciences Collection, Psychology and Behavioral Sciences Collection, eBook Subscription Clinical Collection and Nursing Reference Center with PERC. This task order will be Sole Sourced to EBSCO Information Services under contract LCFDL19C001. The period of performance for this effort will be a 12 month base period with four (4) additional one year option periods with a total award value of $4,073,960.00 inclusive of option years. The applicable NAICS Code is 519190 with business size standard of $27.5 million. This sole source acquisition shall be issued in accordance with FAR 16.505 (b)(2)(b) Exceptions to the fair opportunity process- only one awardee is capable of providing the supplies or services required at the level of quality required because the supplies ore services ordered are unique or highly specialized. This acquisition is supported by an approved Justification and Approval for Exception to Fair Opportunity Memo. Responses to this notice must demonstrate evidence that competition would be advantageous to the Government. The determination not to compete this proposed contract action is solely within the discretion of the Government. Information received will utilized for consideration of determining whether to conduct a competitive procurement. The Government will not be responsible for any costs incurred by responding to this notice. This is NOT a request for quotes or proposals.
