- This is a SOURCES SOUGHT ANNOUNCEMENT ONLY The intent of this Sources Sought Announcement is to assist in our decision making process for services procurement. This is not a solicitation, nor request for quotes or proposals. The sources sought effort is intended to assess industry capabilities and develop/support the intended direction of acquisition planning. The Network Contracting Office (NCO 21) is requesting responses from qualified business concerns; the qualifying NAICS code for this effort is 334516- Analytical Laboratory Instrument Manufacturing. Any inquiries are to be made in writing by email to the point of contact, Brandy Gastinell, Contract Specialist. Responses to this notice shall be sent by email to brandy.gastinell@va.gov by the due date and time of 05/6/2019 by 5:00 p.m.. (Eastern Standard Time). Description of requirement and submittal requirements are as follows: Description: Government seeks contractor to provide two confocal systems to be used in our research department at Veterans Affairs Palo Alto Health Care System. The contract scope of work includes the following base proposal items: The Government requires a microscope with 25mm field-of-view through both the scanhead and the microscope The Government requires a microscope capable of galvanometric and resonant scanner modalities. The Government requires a microscope that can switch between galvanometric and resonant scanning without software restart. The Government requires a microscope that can run both galvanometric and resonant scanning simultaneously. The Government requires a microscope capable of Alignment free laser units with 405/445/488/514/561/640 laser lines The Government requires a microscope with a precompensated, dual output 1400nm infrared laser. The Government requires microscope capable of automatic back filling of objective back aperature. The Government requires a microscope capable of automatic corrective beam focusing and automatic alignment after every infrared wavelength change. The Government requires a microscope with laser-coupled monolithic optics that are adjustment free over time. The Government requires a microscope with a large format platform capable of imaging a wide range of materials The Government requires a microscope with dual z drives that work in tandem on the stage for speed and range flexibility. The Government requires a microscope with user customizable acquisition routines, rich data visualization, and Intelligent Acquisition. The Government requires a microscope with user-customizable image preprocessing/binary creation/feature extraction/calculation routines that can be batched across data sets. The Government requires a microscope capable of parallel Nvidia GPU processing for data visualization, image processing and deconvolution. The Government requires a microscope with software capable of 2D and 3D deconvolution for enhanced resolution. The Government requires a microscope with software capable of processing datasets without the need for opening them in additional software. The Government requires a microscope with a 60x/ 1.2 NA water immersion objective with automatic water dispenser. The Government requires a microscope with CFI60 Plan Apo Lambda 4x, 10x, 20x, and 40x air objectives with DIC The Government requires a microscope with a Super-resolution SR HP Plan Apo Lambda S 100x/ 1.4 NA silicone immersion objective with correction collar. The Government requires a microscope with Lumencor Sola Epi Light Source with DAPI, FITC and TRITC cubes CFI60 Plan Apo VC 60x/ 1.2 NA water immersion objective with automatic water dispenser CFI60 Super-resolution SR HP Plan Apo Lambda S 100x/ 1.4 NA silicone immersion objective with correction collar Please provide any information regarding maintenance, training, and service support. The Government requests capability statements and comments from interested businesses regarding the requirements described above. Responsible sources are encouraged to submit a response to this notice with a statement of interest on company letterhead. At a minimum, the following information shall be provided: 1. NOTES: Issuance of this notice does not constitute any obligation whatsoever on the part of the Government to procure these services, or to issue a solicitation, nor to notify respondents of the results of this notice. No solicitation documents exists at this time; however, in the event the acquisition strategy demonstrates that GSA is a viable option for procuring a solution, the RFQ shall be posted to GSA eBuy where only those firms who currently hold a GSA Schedule with the applicable SIN will be able to respond. The Department of Veterans Affairs is neither seeking quotes nor accepting unsolicited quotes, and responses to this notice cannot be accepted as offers. Any information the vendor considers proprietary should be clearly marked as such. The U.S. Government will not pay for any information or administrative costs incurred in response to this RFI. Veterans First Contracting Program and the VA Rule of Two (Kingdomware v. United States) 38 U.S.C. 8127 - 8128: Service-disabled veteran owned small business (SDVOSB) or Veteran owned small business (VOSB) concern must be registered and verified in VA's Vendor Information Pages (VIP) database at www.vip.vetbiz.gov to be eligible for award as a SDVOSB or VOSB if/when a solicitation is issued for this requirement as a SDVOSB or VOSB set aside. In addition, this requirement has been determined to be set aside as SDVOSB or VOSB acquisition, only SDVOSB or VOSB that respond to this specific notice with in the above stated due date will be eligible for award.
