- In accordance with Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures, the Department of Energy (DOE), National Energy Technology Laboratory (NETL) intends to award a purchase order on a sole source basis to Thermo Electron North America LLC (THERMO) to purchase NORAN System 7 (NS-7) Microanalysis System to Pathfinder Alpine and Pinnacle Upgrade software packages to be pre-installed and tested with the hardware on a DELL Optiplex CI7 WIN 10 Workstation supplied by THERMO. To ensure compatibility in NETL ™s research work, an upgrade from NETL ™s current NS-7 software will need to be upgraded to the Pathfinder Alpine and Pinnacle upgrade packages. THERMO is the only company capable of upgrading their NS-7 Microanalysis System to Pathfinder Alpine and Pathfinder Pinnacle Upgrade Packages. The NS-7 Microanalysis, Pathfinder Alpine Upgrade Package and Pathfinder Pinnacle Upgrade systems are manufactured by THERMO; the systems (detector, hardware, software) are proprietary and upgradable and serviceable only by THERMO of the needed software systems. The Dell brand Optiplex CI7 with Windows 10 workstation is required for this upgrade as the current systems used in R&IC are not compatible with the upgrade of the software. THERMO will install the software on the Dell Optiplex CI7 with Windows 10 workstation and ship to NETL in order to keep existing systems operational and current. This is considered a sole source to Thermo Electron North America LLC because, to the best of the NETL ™s knowledge based on market research conducted, Thermo Electron North America LLC is the sole manufacturer and only supplier of the NORAN System 7 (NS-7) Microanalysis System to Pathfinder Alpine Upgrade and Pathfinder Pinnacle Upgrade software packages. No known potential alternate sources exist which could satisfy NETL's requirement. This notice of intent is not a request for quote/proposal. Any interested party that believes it is capable of meeting the NETL requirement described herein may identify themselves and must provide evidence of their capability to fulfill the requirement being requested by 2:00 PM ET on May 13, 2019. Responses must be submitted in writing to the purchasing agent, Cynthia Panasiewicz, via email at Cynthia.Panasiewicz@netl.doe.gov no later than the time and date noted above. Telephone responses and requests will not be received. A determination by the Government not to compete this requirement based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
