Description

The Naval Facilities Engineering Command (NAVFAC) Far East, PWD Sasebo, is issuing this pre-solicitation notice in accordance with FAR 36.213-2. DESCRIPTION OF THE PROPOSED WORK: The contractor will need to procure and install one replacement cargo pump in accordance with the existing cargo pump product information (Niigita Workington Co.). The contractor will need to overhaul three cargo pumps and one sludge pump in accordance with the guidelines set forth by the pump manufacturer (Niigita Worthington Co.). The contractor will also need to analyze the existing pumps and provide a report on the cause of failure of the four pumps being replaced/overhauled. See CLINs below for additional information. CLIN 0001 (1) Overhaul three cargo pumps (Niigita Worthington Co., Pump Model 15H-277-2) and one sludge pump (Niigita Worthing Co., Pump Model 8L-15-3) in accordance with the original equipment manufacturer (OEM) procedures to include all associated work to perform removal, overhaul, and reinstallation of the pumps. (2) Analyze the existing pumps and provide a report to include recommended repair actions and the cause of all the pump failures. CLIN 0002 Procure and install one new cargo pump equal to or equivalent to the existing Niigita Worthington Co. cargo pump (Pump Model 15H-277-2). Additional Pump Manufacturers include but are not limited to: Torishima Pump Mfg. Co., Ltd. and Ebara Corporation. CLIN 0003 - Option 1 Procure and install two new cargo pumps equal to or equivalent to the existing Niigita Worthington Co. cargo pumps (Pump Model 15H-277-2). Additional Pump Manufacturers include but are not limited to: Torishima Pump Mfg. Co., Ltd. And Ebara Corporation. CLIN 0004 - Option 2 Procure and install one new sludge pump equal to or equivalent to the existing Niigita Worthington Co. sludge pump (Pump Model 8L-15-3). Additional Pump Manufacturers include but are not limited to: Torishima Pump Mfg. Co., Ltd. and Ebara Corporation. CLIN 0005 - Option 3 Uninstall and relocate one cargo pump (Niigita Worthington Co., Pump Model 15H-277-2) from another fuel tank located within Akasaki POL Depot to tank A-4 and re-install. 60 days Option Exercise: The Government reserves the unilateral right to exercise Option Items 1, 2, and 3 at the proposed price within 90 calendar days after award of the base contract. Option Item 1 shall be completed within 365 calendar days of the Option being exercised. Option Item 2 shall be completed within 365 calendar days of the Option being exercised. Option Item 3 shall be completed within 60 calendar days of the Option being exercised. IAW FAR 36.204 and DFARS 236.204, the magnitude of construction for Replace/Overhaul 4 Fuel Pump A-4 is between $1,000,000 and $5,000,000 (based on Current Rate of $1.00/JPY100). LOCATION OF THE WORK: Akasaki POL Depot at Commander Fleet Activities Sasebo (CFAS), Japan TENTATIVE DATES FOR ISSUING INVITATIONS, OPENING BIDS, AND COMPLETING CONTRACT PERFORMANCE: Tentatively the Invitation for Bid (IFB) will be issued on or about 20 May 2019, tentatively bids will be opened on or about 20 June 2019, tentatively the period of construction work is 480 days after date of award for CLINs 0001 and 0002, 365 days for CLIN 0003 and 0004, and 60 days for CLIN 0005. These dates are subject to change and no updates will be made to this pre-solicitation notice.
