Description
**This is not a request for proposals, bids, or quotes. This notice does not represent a commitment by the Government to issue a solicitation or award a contract. The Government is not obligated to and will not pay for information received because of this announcement. ** This is a Sources Sought notice to obtain information regarding the availability and capability of all qualified sources to perform a potential requirement. The Department of Veterans Affairs (VA) Lexington, Kentucky (KY) Medical Center (LEX VAMC) is seeking qualified business contractors, preferably SDVOSB/VOSBs to provide a Microplate Reader for the following location: Bowling Campus, 1101 Veterans Drive, Lexington, KY 40502 c/o Research Department With the following salient characteristics: hybrid optical system combining a monochromator fluorescence optical system for flexibility with a filter-based fluorescence optical system for high performance in the same instrument. The monochromator optics and the filter optics have their own independent light source, detector and light path to prevent compromised performance. Monochromator based instrument upgradable for the filter-based optics option. have quadruple grating optical design (two gratings per monochromator) for better spectral scanning performance. have a dynamic range of 7 decades for fluorescence intensity measurements. able to dispense reagents in all detection modes. compatible with 2 L low volume microplate accessory with 16 or 48 sample microspots for direct nucleic acid quantification as well as fluorescence and luminescence measurements. available with gas control option for CO2/ O2 or CO2 only environmental control. Instrument must be upgradable for the gas control option. able to control temperature to 45 °C with a 4-zone temperature control system, with uniformity across the microplate of ±0.2 °C at 37 °C to limit edge effects in incubated assays. have automatic z-height adjustment to automatically accommodate for various microplate heights and fluid levels. have automatic individual well-by-well absorbance path length correction to automatically calculate 1 cm path length corrected results and compensate for pipetting errors. able to measure standard cuvettes in all detection modes within the temperature-controlled reading environment. have an available microplate stacker option. measures: fluorescence intensity UV-visible absorbance, and luminescence detection Output from this system will include: lipolysis (by measuring released free fatty acid by colorimetric absorbance) Fatty Acid uptake assay (live cell assay by measuring fluorescence signal) Insulin levels (by ELISA) inflammatory cytokines or adipokines (by luminex adipokine assay), and mitochondria membrane potential (by measuring fluorescence signal). Compact and sits atop a countertop Powered by a 110V plug Data from device is stored/transferred to software that is compatible with existing PC using Window 7 Professional / Windows 10 OS. INSTALLATION CONSIDERATIONS: Installation & training will be done during normal business hours Monday thru Friday from 8am to 4pm. OTHER CONSIDERATIONS: Options are not considered. If no responses are received from potentially responsible sources, LEX VAMC and its supporting contracting office NCO-9 - under FAR part 19.501(b) will have completed its due diligence regarding setting this procurement aside for small businesses and will proceed with procuring this requirement on an unrestricted basis. This procurement, whether it be set-aside for small business or procured on an unrestricted basis, seeks to be made under North American Industrial Classification System (NAICS) Code 334516.
