- This is Sources Sought Notice is for informational and planning purposes only and shall not be construed as a solicitation or as an obligation or commitment by the Government. This notice is intended strictly for Market Research. This is a Request for Information only. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The Department of Veterans Affairs, El Paso VA Medical Center in El Paso, Texas intends to award a Firm-Fixed Price contract for the purchase of Electrical Safety Analyzer. (See attached for a description of items). The Government is conducting a market survey to help determine the availability and technical capability of qualified service-disabled veteran-owned small businesses, veteran-owned small businesses, small businesses, HUBZone small businesses and/or other large businesses capable of serving the needs identified below. This notice of intent is for open market as well as Federal Supply Schedule (FSS) items. If you have these items or similar items on FSS, please respond with your FSS Number. The purpose of this notice is to gain knowledge of potential qualified sources and their size classification/socioeconomic status (service-disabled veteran owned small business, veteran owned small business, women owned small business, HUB Zone, 8(a), small business or large business, relative to NAICS 334515. Responses to this notice will be used by the Government to make appropriate acquisition decisions. A solicitation is not currently available. If a solicitation is issued, it will be announced on Federal Business opportunities website http://www.fbo.gov or GSA E-Buy at a later date, and all interested parties must respond to that solicitation announcement separately from the responses to this announcement. TA-ESA615-07-SWI - ESA615 ELECTRICAL SAF Qty 4 El Paso Veterans Affairs Health Care System (ELPVAHCS) Electrical Safety Analyzer ESA615 North America Statement of Work (SOW) GENERAL The contractor shall comply with Federal, State, local laws and regulations applicable to the performance of this contract. The El Paso VA Health Care System (EPVAHCS), BIOMEDICAL Section requires the purchase of 4- Electrical Safety Analyzer ESA615 North America. This equipment is vital to every electrical equipment safety analysis. The ESA615 Electrical Safety Analyzer brings fast and simple automated testing to a portable analyzer for healthcare technology management professionals that perform electrical safety testing on medical equipment both in the field and in facilities. Whether it is simple testing or comprehensive analysis, the ESA615 can do it all. This multifaceted device performs all primary electrical safety tests, including line (mains) voltage, ground wire (protective earth) resistance, insulation resistance, device current, and lead (patient) leakage tests. It also offers ECG simulation and point to-point voltage, leakage, and resistance tests. Versatile to global electrical safety standards of choice, ESA615 tests to ANSI/AAMI ES1, NFPA99, IEC62353 (VDE751) IEC60601-1 (2nd and 3rd editions) and AS/NZS 3551. The ESA615 is an all-in-one solution with a safety analyzer and ECG simulator in a single test instrument. GENERAL REQUIREMENTS The contractor shall provide equipment suitable to provide the EPVAHCS BIOMEDICAL Section with the ability to accurately and efficiently utilize the equipment to analyze all equipment connected to electricity. 2.2. The Contractor is expected to respond with 24 hours of the maintenance call. No reports or documentation is required to be submitted after repairs. 2.3. EQUIPMENT REQUIREMENTS a. Salient characteristics, technical specifications shall be met for consideration.
