This is a SOURCES SOUGHT ANNOUNCEMENT ONLY. It is neither a solicitation announcement nor a request for proposals or quotes and does not obligate the Government to award a contract. Requests for a solicitation will not receive a response. Responses to this Sources Sought must be in writing. The purpose of this Sources Sought Announcement is for market research to make appropriate acquisition decisions and to gain knowledge of potential qualified Service Disabled Veteran Owned Small Businesses and Veteran Owned Small Businesses. Responses to this notice shall include the following: (a) company name b) address (c) point of contact (d) phone, fax, and email (e) DUNS number (f) Cage Code (g) Tax ID Number (h) Type of small business, e.g. Services Disabled Veteran Owned Small Business, Veteran-owned small business, and must provide a capability statement that addresses the organizations qualifications and ability to perform as a contractor for the work described below. In addition, Service Disabled Veteran Owned Businesses or Veteran Owned Businesses who respond to a solicitation on this project must have an active/verified registration in VetBiz, located at http://vip.vetbiz.gov. Description: The Government is interested in gaining knowledge of potential Contractor to provide all labor, materials, tools and equipment to replace existing carpet in multiple rooms throughout the Wilmington VA Medical Center. Carpet and floor replacement areas identified on Exhibit A. Floor plan attached encompasses all identified areas. The Wilmington VA Medical Center is looking to enter into a Firm Fixed Price contract with a period of performance of not to exceed 90 days after award for Carpet Replacement Services. All goods and services shall be provided in accordance with the specifications, terms and conditions contained herein. This is a brand name or equal to requirement, if providing an equal quoter must provide a comparison to the salient features listed below. Responses due: 4/30/2019 at 1500 EST BRAND NAME OR EQUAL PERFORMANCE REQUIRED: Remove and properly dispose of existing carpet in all rooms. Prep floor as necessary in all rooms. Furnish and install Brand Name or equal to the following VA specifications listed below. Rooms are identified on the attached Exhibit A. Mannington Terrain II 24 x 24 modular carpet tile in color 83007 Cabinet with 4 ROPPE VCB vinyl cove base, color Burnt Umber. Mannington Oyster White #131, 12x12 tiles. Mannington Natures Paths Heritage Cherry #12107 Merlot 4 x 36 vinyl plank flooring for 8 borders with Mannington Natures Paths Heritage Cherry #121066 Natural vinyl plank flooring for the field. All colors selected and approved by VA. In all rooms, contractor shall move all furniture & computer equipment as required to complete work and place furniture & computer equipment back in original location upon completion of work for that area/office. Furniture consists of both cubicle furniture and office furniture. Office furniture consists of desk, chair and file cabinets. VA is responsible for removal of all surface items prior to carpet install. Furniture permitted to be relocated within the suite during carpet installation process. No storage area is available for furniture or construction material. Provide a written work plan to include a risk assessment prior to the start of service. SALIENT CHARACTERISTICS: CARPET PART 1 GENERAL 1.1 DESCRIPTION Section specifies carpet, edge strips, adhesives, and other items required for complete installation. 1.2 RELATED WORK A. Color and texture of carpet and edge strip will be brand name or equal to Mannington Terrain II 24 x 24 carpet tiles, #83007 Cabinet, Invista Antron Lumena Type 6,6 Fourhole, hollow filament nylon, with permanent stain and bleach protection, static control, and duratech soil resistant treatment and fiber modification ratio of <1.5. New 4 vinyl cove base. B. Resilient wall base 1.3 QUALITY ASSURANCE A. Certify and label the carpet that it has been tested and meets criteria of CRI IAQ Carpet Testing Program for indoor air quality. 1.4 SUBMITTALS A. Submit, SHOP DRAWINGS, PRODUCT DATA, AND SAMPLES. B. Product Data: 1. Manufacturer s catalog data and printed documentation stating physical characteristics, durability, resistance to fading and flame resistance characteristics for each type of carpet material and installation accessory. 2. Manufacturer s printed installation instructions for the carpet, including preparation of installation substrate, seaming techniques and recommended adhesives and tapes. 3. Manufacturer s certificate verifying carpet containing recycled materials include percentage of recycled materials as specified. C. Samples: 1. Carpet: "Production Quality" samples 600 x 600 mm (24 x 24 inches) of carpets, showing quality, pattern and color specified on the drawings. 2. Floor Edge Strip (Molding): 150 mm (6 inches) long of each color and type specified. 3. Base Edge Strip (Molding): 150 mm (6 inches) long of each color specified. D. Shop Drawings: Installers layout plan showing seams and cuts for sheet carpet and carpet module. E. Maintenance Data: Carpet manufacturer s maintenance instructions describing recommended type of cleaning equipment and material, spotting and cleaning methods and cleaning cycles. 1.5 DELIVERY AND STORAGE A. Deliver carpet in manufacturer s original wrappings and packages clearly labeled with manufacturer s name, brand, name, size, dye lot number and related information. B. Deliver adhesives in containers clearly labeled with manufacturer s name, brand name, number, installation instructions, safety instructions and flash points. C. Store in a clean, dry, well ventilated area, protected from damage and soiling. Maintain storage space at a temperature above 16 degrees C (60 degrees F) for 2 days prior to installation. 1.6 ENVIRONMENTAL REQUIREMENTS Areas in which carpeting is to be installed shall be maintained at a temperature above 16 degrees C (60 degrees F) for 2 days before installation, during installation and for 2 days after installation. A minimum temperature of 13 degrees C (55 degrees F) shall be maintained thereafter for the duration of the contract. Traffic or movement of furniture or equipment in carpeted area shall not be permitted for 24 hours after installation. Other work which would damage the carpet shall be completed prior to installation of carpet. 1.7 WARRANTY Carpet and installation subject to terms of "Warranty of Construction" FAR clause 52.246-21, except that warranty period is extended to two years. Lifetime Limited Wear Warranty, Including Face Wear, Moisture Barrier, Delamination, Tuft Build, Unraveling and Static Protection. B. Clean floor of oil, waxy films, paint, dust and deleterious substances that prevent adhesion, leave floor dry and cured, free of residue from curing or cleaning agents C. Correct conditions which will impair proper installation, including trowel marks, pits, dents, protrusions, cracks or joints. D. Fill cracks, joints depressions, and other irregularities in concrete with leveling compound. 1. Do not use adhesive for filling or leveling purposes. 2. Do not use leveling compound to correct imperfections which can be corrected by spot grinding. 3. Trowel to smooth surface free of trowel marks, pits, dents, protrusions, cracks or joint lines. E. Test new concrete subfloor prior to adhesive application for moisture and surface alkalinity per CRI 104 Section 6.3.1 or per ASTM E1907. 3.2 CARPET INSTALLTION A. Do not install carpet until work of other trades including painting is complete and dry. B. Install in accordance with CRI 104 direct glue down installation. 1. Relax carpet in accordance with Section 6.4. 2. Comply with indoor air quality recommendations noted in Section 6.5. 3. Maintain temperature in accordance with Section 15.3. C. Secure carpet to subfloor of spaces with adhesive applied as recommended by carpet manufacturer. D. Follow carpet manufacturer's recommendations for matching pattern and texture directions. E. Cut openings in carpet where required for installing equipment, pipes, outlets, and penetrations. 1. Bind or seal cut edge of sheet carpet and replace flanges or plates. 2. Use additional adhesive to secure carpets around pipes and other vertical projections. F. Carpet Modules: 1. Install per CRI 104, Section 13, Adhesive Application. 2. Lay carpet modules with pile quarter turned. 3. Install carpet modules so that cleaning methods and solutions do not cause dislocation of modules. 4. Lay carpet modules uniformly to provide tight flush joints free from movement when subject to traffic. 3.3 EDGE STRIPS INSTALLATION A. Install edge strips over exposed carpet edges adjacent to uncarpeted finish flooring. B. Anchor metal strips to floor with suitable fasteners. Apply adhesive to edge strips, insert carpet into lip and press it down over carpet. C. Anchor vinyl edge strip to floor with adhesive apply adhesive to edge strip and insert carpet into lip and press lip down over carpet. 3.4 PROTECTION AND CLEANING A. Remove waste, fasteners and other cuttings from carpet floors. B. Vacuum carpet and provide suitable protection. Do not use polyethylene film. C. Do not move furniture or equipment on unprotected carpeted surfaces. D. Just before final acceptance of work, remove protection and vacuum carpet clean. FLOORING PART 1 General Description This section specifies the installation of // solid vinyl tile flooring, // // luxury vinyl tile, // // rubber tile,// // linoleum tile // and accessories required for a complete installation. Delivery Deliver materials to the site in original sealed packages or containers, clearly marked with the manufacturer's name or brand, type and color, production run number and date of manufacture. Materials from containers which have been distorted, damaged or opened prior to installation are not acceptable. Storage Store materials in a clean, dry, enclosed space off the ground, protected from harmful weather conditions and at temperature and humidity conditions recommended by the manufacturer. Protect adhesives from freezing. Store flooring, adhesives, and accessories in the spaces where they will be installed for at least 48 hours before beginning installation. Quality Assurance Mockup: Build floor tile mockup to verify selections made under sample submittals and to demonstrate aesthetic effects and set quality standards for materials and execution. Submit manufacturer s descriptive data, documentation stating physical characteristics, and mildew and germicidal characteristics. Primer for concrete subfloors - Provide in accordance with Section 09 05 16, Subsurface preparation for floor finishes. Leveling compound for concrete floors Provide cementitious products with latex or polyvinyl acetate resins in the mix in accordance with Section 09 05 16, subsurface preparation for floor finishes. The VA prefers no-wax maintenance Pre-waxed flooring and flooring that does not require wax need not to be waxed after installation if properly protected. 2.9 Polish and cleaners Cleaners as recommended by writing by floor tile manufacturer. Polish ASTM D4078 2.10 Moulding Provide tapered mouldings of vinyl as indicated by the tile manufacturer. PART 3 EXECUTION 3.1 Environmental Requirements Maintain flooring materials and areas to receive resilient flooring at a temperature about 68 degrees F (20 C) for 3 days before application, during application and 2 days after application, unless otherwise directly by the flooring manufacturer for the flooring being installed. Maintain a minimum temperature of 55 degrees F (13 C) thereafter. Provide adequate ventilation to remove moisture from area and to comply with regulations limiting concentrations of hazardous materials. 3.2 Subfloor Testing and Preparation Prepare and test surfaces to receive resilient tile and adhesive as per Section 09 05 16, subsurface preparation for floor finishes. Remove existing flooring and adhesives. 3.3 Installation Install in accordance with manufacturer s instructions for application and installation unless specified otherwise. Mix plank/tile from at least two containers. As apparent line either of shades or pattern variance is acceptable. Plank/Vile Layout: Lay plank/vile symmetrically about center of room or space with joints aligned. Vary edge width as necessary to maintain full size planks in the field. Place plank/vinyl pattern in the same direction. Application: Adhere floor planks/tile to flooring substrates using full spread adhesive applied to substrate to produce a completed installation without open cracks, voids, raising and puckering at joints, telegraphing of adhesive spreader marks, and other surface imperfections. Seal joints at pipes with sealants in accordance with section 07 92 00, Joint Sealants Installation of edge strips: Locate edge strips under center line of doors. Set resilient strips in adhesive. Anchor metal edge strips with anchors and screws. Where plank/tile edge is exposed, butt edge strip to touch along plank/tile edge. 3.4 Cleaning and Protecting Clean adhesive marks on exposed surfaces during the application of resilient materials before the adhesive sets. Exposed adhesive is not acceptable. Clean flooring as recommended in accordance with manufacturer s maintenance instructions. As required by the manufacturer s instructions, apply the recommended number of coats and type of polish and/or finish. 3.5 Location Extend plank/tile flooring for room into adjacent closets and alcoves if appropriate. PERIOD OF PERFORMANCE: All services must be completed within 90 days after award of contract. The estimated period of performance is 15 April 2019 to 14 July 2019. PROVIDED BY WILMINGTON VA MEDICAL CENTER: The VA will provide the contractor with access to the appropriate locations (including bathroom facilities) during the length of the project. Contractor will use the back entrance to the suite to transport all materials. The government will furnish no property to the vendor. WORK HOURS: All work to be performed outside of normal business hours. Normal business hours are Monday Friday; 7am 4:30pm. SECURITY The C&A requirements do not apply, and that a Security Accreditation Package is not Required. SPECIAL CONTRACTOR PROVISIONS: INTERFERENCE IN PERFORMANCE REQUIREMENTS: Contractor may be required to interrupt their work at any time so as not to interfere with the normal functioning of the facility; e.g. utility services, servicing of fire protection systems, and the passage of facility patients/personnel, etc. In the event of an emergency, contractor services may be stopped and rescheduled at no additional cost to the government. CONTRACTOR RESPONSIBILITIES: The Contractor must be responsible for ensuring all provided personnel are properly licensed to operate a motor vehicle if operating a motor vehicle on VA property is required. Contractor owned dumpster may be placed in the back-parking lot of the suite for the duration of the project. Location will be determined by the VA. Provide an Infection Control Risk Assessment. Meet all the requirements as outlined in VA Program Guide PG-18-1 (Master Construction Specifications).
