Description
This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; Bids are being requested and a written solicitation will not be issued. This procurement is being set aside 100% for Total Small Business Procurement Program in accordance with the FAR subpart 19.502-2. The Solicitation No. is 140A1619Q0142 and is a request for bids. The Solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-87, April 6, 2016. Haskell Indian Nations University has a requirement for a 29 to 35 Passenger Bus for School use. Specifications for Equipment is attached. The North American Industrial Classification System (NAICS) code is 336112, Chassis, Light Truck and Utility, Manufacturing, with a small business size standard of 1500 employees. FAR CLAUSES: The following clauses apply to this acquisition: FAR 52.212-1, Instructions to Offerors Commercial Items; FAR 52.212-3, Offeror Representations and Certifications Commercial Items; FAR 52.212-4, Contract Terms and Conditions Commercial Items; and FAR 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items. In paragraph (b) of FAR 52.212-5(b), the Contractor shall comply with the following FAR clauses that the Contracting Officer has indicated as being incorporated in this contract by reference to implement provisions of law or Executive order applicable to acquisitions of commercial items: FAR 52.223-18, Encouraging Contractor Policies to Ban Text Messaging while Driving; FAR 52.225-1 Buy American Act-Supplies; FAR 52.232-33, Payment by Electronic Funds, 52.232-99, Providing Accelerated Payment to Small Business Subcontractors. 52.212-2 Evaluation - Commercial Items. (JAN 1999) (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: 1. Technical specifications to meet or exceed what is specified 2. Price Award will be made based on Best Value. (b) A written notice of award or acceptance of an offer mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. Product Information that will be used to determined meeting or exceeding what is specified 4. Estimated time for Delivery DELIVERY: Equipment to be delivered to Haskell Indian Nations University, Athletic Department, 155 Indian Ave., Lawrence, KS 66046. Vendor must notify the point of contact to confirm delivery date and time, Monday through Friday between the hours of 8:00 am and 4:30 pm and closed on Federal Holidays and weekends.
