Description
NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT. The National Institutes of Health (NIH) intends to negotiate a contract on a sole source basis with LI-COR, Inc., Lincoln, NE. The purpose of the contract is for the contractor to supply the Odyssey® CLx Near-Infrared Imaging System to the National Institute on Deafness and Other Communication Disorders (NIDCD). The Odyssey CLx provides a linear dynamic range greater than 6 logs, an essential function that is not provided by any other company. This allows NIDCDs to capture the entire range of our data in one acquisition and in a single image file. This lets them directly and confidently compare data from numerous experimental data sets. Additionally, multiplexing capabilities allow for accurate normalization, especially when using internal loading controls that publishers require for normalization. The two-color detection system from LI‑COR will give the scientists the results required to make accurate scientific conclusions. The NIDCD owns a prior Odyssey model as it was the first and remains the leader in near infrared multicolor fluorescent molecular imaging, which they continue to need for use of existing multi-color fluorescent reagent panels, and for comparison of new data with their prior data using the same type of instrument. LI‑COR's 25 years of expertise with the near-infrared technology is unparalleled by any other vendor, and therefore, we can expect to obtain strong results from the highest quality instrumentation in the field. As part of the negotiations, LI-COR will provide a trade in discount for the old Odyssey Classic. Responses The proposed acquisition action is for items and/or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1 (b).
