Description
This Sources Sought notice is for informational and planning purposes only. It does not constitute a Solicitation and is not to be considered as a commitment by the Government. All firms responding to this sources sought notice are advised that their response to this notice is not a request that will be considered for contract award. The information from this market research is for planning purposes only and will assist the Government in planning its acquisition strategy. This is strictly market research and the Government will not entertain questions concerning this market research. Contractor must have knowledge of lead abatement regulations and best practices. The intent of this notice is to determine the availability of contractors that can provide the following: 1.0 Scope The US Bureau of Reclamation (USBR), Grand Coulee Power Office (GCPO), Grand Coulee, WA has a requirement for the removal and proper disposal of lead paint and coal tar from two outlet tubes a year consisting of four (4) cast iron follower gate pieces, four (4) cast steel ring gate pieces, four (4) cast steel assembly consisting of two (2) upper bonnet covers and one (1) bonnet base for each assembly. The follower gate weighs approximately 14,000 lbs., the ring gate weighs approximately 24,000 lbs. each, upper bonnet cover weighs approximately 400 lbs. each and the bonnet base weighs approximately 5,600 lbs. each. The pieces to be sandblasted will be disassembled and prepped for sandblasting with protective covers installed before shipment by government labor. The items will be staged and loaded by government forces directly onto the contractor's transport. The primary purpose is for the Contractor to furnish all labor, transportation, equipment and materials to perform lead paint and coal tar removal from the cast steel/iron parts via sand blasting to clean metal. Contractor shall perform proper abatement and disposal of lead paint and coal tar removed by the sand blasting process. 2.0 Contractor Qualifications A. Maintain a valid State business license and Specialty Contractor ¿s license to perform lead-based paint abatement. B. Uphold all requirements of the Revised Code of Washington (RCW) Chapter 70.103 and OSHA Standard 1926.62. C. Maintain applicable worker training certification(s) as provided through an accredited State lead abatement training program. Potential offerors having the capabilities necessary to meet the needs of the described requirement are invited to provide a capabilities statement via e-mail. The Capability statements must include the following: 1) Company name and Point of Contact information 2) DUNS number 3) Small Business Size/Certification (to include 8(a), HUBZone, SDVOSB, etc.) 4) Provide 3 references that your company has provided similar services within the last three (3) years Responses are due no later than 5:00 PM PT, Wednesday, April 24, 2019, and shall be electronically submitted to Paula Collins at pcollins@usbr.gov. All responses will be used to determine the appropriate acquisition strategy for a potential future acquisition. Response is strictly voluntary; no reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow-up information requests.
