- Description
- The proposed acquisition covers a requirement for Gloves, Flyer's, Intermediate Cold, HAU-15/P. NSN 8415-01-446-9247(s), PGC 02370. The gloves are to be made in accordance with specification MIL-DTL-32173. The solicitation will be issued as a Total Small Business Set-Aside for an Indefinite Delivery/Indefinite Quantity, Firm Fixed Price type contract with a base and three option terms. The duration of each term will be one year. Total order quantities for the base term will be a minimum of 55,882 pairs/term, an annual estimated quantity of 174,727 pairs/term. Estimated total order quantities for each option term will be a minimum of 26,064 pairs/term, an annual estimated quantity of 104,256 pairs/term. The 30-day order limitation quantity for the base and option terms will be 24,270 pairs. This is the maximum quantity that could be ordered within any 30-day period of the award. Lowest Priced Technically Acceptable Source Selection procedures will be utilized. There will be two evaluation factors: 1) Technical Acceptability and 2) Product Demonstration Model (PDM). Delivery terms will be FOB destination, inspection and acceptance at origin. Destinations will include: 1) Lansing, MI; 2) Pendergrass, GA; and 3) Austin, TX. The production lead time is 120 days. Inspection and acceptance is at origin. Availability of solicitations, FAR 5.102(d) applies, as our office no longer issues solicitations or amendments in paper form. The solicitation will be posted on the DLA Internet Bid Board System (DIBBS) home page at https://www.dibbs.bsm.dla.mil/. Detailed system requirements and instructions for registration can be also be found on the DIBBS home page. All offerors MUST be registered in the System for Award Management (SAM) in order to be eligible for award. All responsible sources may submit offers, which DLA Troop Support shall consider. It is anticipated that the solicitation will be posted to the DLA Internet Bid Board System (DIBBS) on or after May 2, 2019. Please note that ALL materials used in the fabrication of this item shall be furnished by the successful offeror. This solicitation contains DOMESTIC RESTRICTIONS, which means all components and all manufacturing must be obtained/performed within the United States. The Defense appropriations and authorization acts and other statutes (including what is commonly referred to as "The Berry Amendment") impose restrictions on the DoD's acquisition of foreign products and services. Generally, Clothing and Textile items (as defined in DFARS clause 252.225-7012), including the materials and components thereof (other than sensors, electronics, or other items added to, and not normally associated with clothing), must be grown, reprocessed, reused, melted or produced in the United States, its possessions or Puerto Rico, unless one of the DFARS 225.7002-2 exceptions applies.
