Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Government reserves the right to make no award from this solicitation. The solicitation number is: 36C10X19Q0109, and it is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2019-01. This solicitation is set-aside for Small Businesses, using a tiered evaluation with the following conditions: Any award resulting from this solicitation will be made using the following cascade set-aside order of precedence: Any award under this solicitation will be made on a competitive basis first to an eligible Service Disabled Veteran Owned Small Business (SDVOSB) concern, provided that there is adequate competition among such firms. If there is inadequate competition for award to a SDVOSB concern, award will be made competitively to a Veteran Owned Small Business (VOSB) concern, provided that there is adequate competition among such firms. If there is inadequate competition for award to a VOSB, award will be made competitively to a Small Business concern. Adequate competition shall be deemed to exist if: At least two competitive offers are received from qualified, VetBiz-certified (if applicable), responsible business concerns at the tier under consideration; and Award will be made at a fair and reasonable price IAW FAR 19.202-6. To be considered for award, documentation must be provided that demonstrates the offeror is an authorized distributor for the services provided. Description of requirements for the items to be acquired: STATEMENT OF WORK GENERAL INFORMATION Scope of Work: The contractor shall provide cloud-based SMS Messaging to patients and family members for the VISN 5 Medical Centers. Unlimited messaging, staff users and patients. Includes consultation, setup, online training, 24/7 support. There will be no specific patient information passed through the vendor SMS messaging portal other than the Veterans and/or family phone number, no names, or protected healthcare related information (PHI). The vision of this project is to allow all 6 Medical Centers in VISN 5 to utilize this service independently of one another. Each Medical Center shall have their own log-in accounts, and shall have the ability to create their own localized template messages. Performance Period: This firm-fixed price contract will have a period of performance from the date of award, for 12 months BRAND NAME OR EQUAL SALIENT CHARACTERISTICS: Software-as-a-service solution that allows log-in to one account on multiple devices (requirement is for 6 separate accounts) to include access from Desktop computers as well as iPads Product must be available by access to application website, and no mobile application shall be required to send or receive messages; no portal shall be required to receive messages; and no charges shall be applied to recipients beyond their local carrier data/text charges, if applicable. Product must be able to send and receive text messages from any logged in device to/from one or multiple recipients Product must allow for templated messages to be easily created and selected from the web service Product must be accessible from multiple areas or departments within each Medical Center without additional charges/fees Service must be provided for unlimited messages System must scrub/wipe/purge phone numbers after 7 days Vendor must provide consultation, setup, online training, and 24/7 on-line and phone support SECURITY: VAAR-852.273-75 SECURITY REQUIREMENTS FOR UNCLASSIFIED INFORMATION TECHNOLOGY RESOURCES The contractor and their personnel shall be subject to the same Federal laws, regulations, standards, and VA policies as VA personnel, regarding information and information systems security. These include, but are not limited to Federal Information Security Management Act (FISMA), Appendix III of OMB Circular A-130, and guidance and standards, available for the Department of Commerce s National Institute of Standards and Technology (NIST). This also includes the use of security configurations available from NIST s Web site at http://checklists.nist.gov. To ensure that appropriate security controls are in place, Contractors must follow the procedures set forth in VA Information and Information System Security/Privacy Requirements for IT Contracts located at the following Web site: http://www.iprm.oit.va.gov Date and place of delivery (FOB Destination): See SOW above for details. The provision at FAR 52.212-2, Evaluation Commercial Items, applies to this acquisition. Offers will be evaluated using a Lowest Price Technically Acceptable (LPTA) analysis. Offerors are advised to include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications Commercial Items, with the offer.
