Description
THIS IS A SOURCES SOUGHT ONLY. THIS IS NOT A REQUEST FOR PROPOSALS. This is a sources sought notice to determine the availability of potential business sources capable of providing an education curriculum that supports the Navy Medical Professional Developmental Center efforts to train personnel to best respond to obstetrics emergencies in the Labor and Delivery environment. This announcement is for informational and planning purposes only and is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or ultimately award a contract. An award will not be made on offers received in response to this notice. The Government is not responsible for the cost associated with any effort expended in responding to this notice. A Firm, Fixed Price (FFP) non-personal services contract is anticipated that will consist of a one-year base period and four one-year option periods. The North American Industrial Classification System (NAICS) code for this acquisition is 813920 and the size standard is $14 million. The government intends to procure courses designed to train providers, nurses, and support staff in the skills necessary to respond to obstetric emergencies in the Labor and Delivery environment. These training courses will be designed to support the Navy Medical Professional Development Center (NMPDC). The contractor shall provide program training curriculum which will focus on the healthcare staff that may potentially work with labor and delivery patients. Healthcare staff includes but is not limited to all healthcare providers including physicians, physician assistants, advanced practice nurses, nurses and Corpsmen. Courses will be taught at several Medical Centers to include US Naval Hospitals at the following locations: Sigonella, Italy; Rota, Spain; Naples, Italy; Okinawa, Japan; Yokosuka, Japan; Agana Heights, Guam; and Portsmouth, VA. In addition, a program is needed to prepare participants to manage normal labor and obstetrical emergencies which will support, pre-hospital care providers, emergency department personnel, as well as medical, nursing and physician assistant students. A firm fixed price contract is anticipated. It is anticipated that the contract will have a 12 month base period of performance and will contain four one-year options. The required services are currently being provided by A.L.S.O., N00189-14-C-Z099. It is anticipated that the instant requirement will be solicited in the spring and summer of 2019. Offerors possessing the requisite skills, resources, and capabilities necessary to perform the stated requirement are invited to respond to this market research sources sought via a submission of an executive summary, no more than 3 pages in length. The submission should include the following information: (1) company name, address, point of contact with corresponding phone number and e-mail address, and business size (under NAICS 813920) and (2) relevant corporate experience references. This relevant corporate experience information should identify the applicable contract number, the total contract dollar amount, contract period of performance. Details of the relevant services provided to include a brief description of the services performed, and customer point of contact with corresponding telephone number and e-mail address.
