- THIS IS A SOURCES SOUGHT ONLY. THIS IS NOT A REQUEST FOR PROPOSALS. This is a sources sought notice to determine the availability of potential business sources capable of providing an education curriculum that supports the Navy Medical Professional Developmental Center efforts to provide a solution to improving the care given to sick infants. This announcement is for informational and planning purposes only and is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or ultimately award a contract. An award will not be made on offers received in response to this notice. The Government is not responsible for the cost associated with any effort expended in responding to this notice. A Firm, Fixed Price (FFP) non-personal services contract is anticipated that will consist of a one-year base period and four one-year option periods. The North American Industrial Classification System (NAICS) code for this acquisition is 611710 and the size standard is $14 million. The government intends to procure a neonatal education program to focus exclusively on the post-resuscitation/pre-transport stabilization care of sick infants in support of the Navy Medical Professional Development Center (NMPDC). The contractor shall provide a program curriculum which will target the early neonatal period and the majority of clinical problems that may affect neonates and create standardized guidelines for personnel providing neonatal post-resuscitation and stabilization care to infants are sick and/or preterm. This course will train NICU experts to be Lead Instructors. Candidates for the Lead Instructor role include Neonatologists and NICU Registered Nurses (RNs), Neonatal Nurse Practitioners, as well as Navy Pediatric Residency Graduates (prior to PCS) who can then teach a basic Learner Course at their local Military Treatment Facilities (MTF). Courses will be taught at several Medical Centers to include Walter Reed National Military Medical Center, Bethesda, MD; Naval Medical Center San Diego, CA; and the Naval Medical Center Portsmouth, VA. In addition, courses will be provided in the following areas: training on safe patient care, emergency response by the healthcare staff, stabilization of newborns, infant s post-resuscitation and pre-transport. A firm fixed price contract is anticipated. It is anticipated that the contract will have a 12 month base period of performance and will contain four one-year options. The required services are currently being provided by S.T.A.B.L.E., N00189-14-C-Z085. It is anticipated that the instant requirement will be solicited in the spring and summer of 2019. Offerors possessing the requisite skills, resources, and capabilities necessary to perform the stated requirement are invited to respond to this market research sources sought via a submission of an executive summary, no more than 3 pages in length. The submission should include the following information: (1) company name, address, point of contact with corresponding phone number and e-mail address, and business size (under NAICS 611710) and (2) relevant corporate experience references. This relevant corporate experience information should identify the applicable contract number, the total contract dollar amount, contract period of performance. Details of the relevant services provided to include a brief description of the services performed, and customer point of contact with corresponding telephone number and e-mail address.
