- THIS IS A SOURCES SOUGHT NOTICE. THIS IS NOT A REQUEST FOR PROPOSALS. THE SOLICITATION, SPECIFICATIONS, AND DRAWINGS ARE NOT AVAILABLE AT THIS TIME. The purpose of this Sources Sought Notice is to identify qualified and experienced small and large businesses interested in and capable of performing the work described herein. Information received in response to this notice will be considered solely for the purpose of determining acquisition strategy. The Government will not reimburse firms for costs associated with the preparation and submission of materials received in response to this notice. This Sources Sought Notice is issued under North American Industry Classification System (NAICS) Code 237990 - Other Heavy and Civil Engineering Construction. The U.S. Army Corps of Engineers, Norfolk District is seeking qualified and experienced firms capable of performing site improvements at the Craney Island Dredged Material Management Area (CIDMMA), Norfolk, Virginia. The CIDMMA spill boxes support removing clarified water from the facility to meet state water quality standards. Site improvements consists of: 1) Replacing the existing land-based steel and concrete Spillbox #2 with a new free-standing steel frame Spillbox #2 2) Replacing four 36-inch diameter corrugated metal (CMP) drain pipes connected at the bottom of the existing concrete Spillbox #2 with four new 36-inch diameter thick-walled smooth HDPE pipelines connected to new free-standing steel frame Spillbox #2 3) Build a permanent access road adjacent and approximately parallel to the new pipeline. *The partial demolition of the existing spill box and the construction of the new spill box must be synchronized to ensure the existing spill box remains functional until the new spill box is working as its replacement. It is intended that the two types of backfill specified, select fill and impervious fill, shall come from the designated onsite borrow areas and mixed onsite to meet contract requirements. All rock shall be purchased off-site as unit quantities. All work is contained within CIDMMA boundaries including the material borrow sites. The pipeline and spill box work shall be performed by earth moving, hauling and placement equipment and steel structural raising equipment. Construction techniques and equipment must accommodate soft and saturated subsurface and surface soil conditions which are highly susceptibility to rapid and long-term settlements under instantaneous and sustained loading conditions that are often related to changing water levels. The contractor is responsible for dewatering all work sites with all drainage to the interior portion of the cell. Materials to be used from the designated borrow site shall be excavated and mixed to meet contract requirements. Fill materials to be used for construction shall be tested to ensure minimum contract requirements are satisfied prior to transport of material to the project site. The contractor is responsible for surveys and associated documentation for planning, progress billings, and final as-built drawings. The contract will include grubbing and clearing of dike areas to be excavated; and hydro seeding of all disturbed and new work areas after construction is complete. Services to perform this work will be procured through a Firm-Fixed-Price contract utilizing FAR Part 14 Sealed bidding procedures, Invitation for Bid (IFB) with Definitive Responsibility Criteria (DRC). In accordance with FAR 36.204, the magnitude of construction is between $1,000,000 and $5,000,000. The estimated construction period of performance is three hundred ten (310) calendar days of receipt of Notice to Proceed (NTP). A site visit will be scheduled for this project. This project will follow Sealed Bidding procedures and will include Definitive Responsibility Criteria (DRC). Definitive Responsibility Criteria (DRC) are specific and objective standards established to inform the Contracting Officer's responsibility in accordance with FAR 9.104-2. These criteria assess whether the apparent low bidder can demonstrate the expertise and specialized facilities needed for adequate contract performance. The inability of a contractor otherwise eligible for award to demonstrate minimally acceptable experience as measured by the DRC may result in the Contracting Officer determining the contractor is not responsible. The DRC must be provided in the form of a written detailed narrative, with a page limitation that shall not exceed three (3) pages for each listed DRC. The written narrative for each DRC listed below must demonstrate a bidder's successful completion of at least one (1) year total project experience within the past five (5) years of the date of this solicitation for Items #1 and #2, and experience on at least one (1) project for Item #3 of the definitive responsibility criteria listed. The bidder shall provide the following information for each project being utilized as DRC project experience: ▪ Contract number and name of agency for each project provided as experience; ▪ Period of performance of the contract; ▪ Brief description of the work performed under the contract; ▪ Bidders may use one or more projects to demonstrate past experience. If a subcontractor was used to complete a work component of a bidder's project experience, bidders shall provide the following: ▪ Name of the subcontractor; ▪ Contract number and name of agency for each project provided as experience; ▪ Period of performance of the contract; ▪ Brief description of the work performed under the contract; ▪ Subcontractor experience will show successful completion of at least one (1) year total project experience within the past five (5) years of the date of this solicitation for Items #1 and #2, and experience on at least one (1) project for Item #3 of the definitive responsibility criteria listed. The draft Definitive Responsibility Criteria is provided as follows: 1) Construction and earthwork in difficult, saturated soil conditions similar to the Craney Island work site and consistent with the scope of work described in the drawings and specifications sections contained in Division 31 EARTHWORK, included as part of this Solicitation. 2) Large steel framework design, fabrication, painting and installation experience comparable and consistent with the scope of work described in the drawings and specifications sections contained in Division 05 METALS, included as part of this Solicitation. 3) The delivery, welding and installation of long large-diameter HDPE pipelines consistent with the scope of work described in the drawings and specifications sections contained in Division 33 UTILITIES, included as part of this Solicitation. Final DRC verbiage shall be included with in the official solicitation posted. The anticipated award of this project will be in FY19. This Sources Sought Notice should not be construed in any manner to be an obligation of the U.S. Corps of Engineers, Norfolk District to issue a contract, or result in any claim for reimbursement of costs for any effort you expend responding to this request. No solicitation is currently available. Interested Firm's shall respond to this Sources Sought Notice no later than noon on 23 April 2019.
