This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This Solicitation is issued as a Request for Quote (RFQ), and the solicitation number is 36C244-19-Q-0502. This notice incorporates provisions and clauses in effect through Federal Acquisition Circular (FAC) 2019-01 effective January 22, 2019, and the Veterans Affairs Acquisition Regulations (VAAR). The complete text of any of the clauses and provisions may be accessed in full text at http://farsite.hill.af.mil. This Solicitation is being competed as a SDVOSB set-aside. The NAICS Code is 238330 Flooring Contractors and the business size standard is $15 million. The Coatesville, PA Contracting Office is seeking to purchase Carpet Replacement Services in multiple rooms throughout the Montchanin Annex suite. The Statement of Work (SOW) is provided as Attachment 1 and Attachment 2 is the Floor Plan. This is a new procurement. It does not replace an existing contract. No prior contract information exists.   Complete instructions for submitting a response to this solicitation and applicable provisions and clauses are found in Attachment 6, Quote Submission Instructions-Clauses and Provisions. All offerors are advised to pay careful attention to the quote submission instructions. The following is the applicable line item for this requirement: Line Item Description Quantity Unit of Issue 0001 Carpet replacement for the Montchanin Annex suite in accordance with the Statement of Work 1 JB The place of performance and estimated period of performance are outlined in the SOW. Service Contract Act Wage Determination No. 2015-4215, Revision No. 7, dated 12/26/2018, applies to this acquisition and will be incorporated into the resulting contract. A copy of the Wage Determination is included with this solicitation as Attachment 3. Any award resulting from this solicitation will be issued on a Standard Form 1449. NOTE: To receive an award resulting from this solicitation, offerors MUST be registered in the System for Award Management (SAM) database IAW FAR 52.212-(k) & VETBIZ.
