- This solicitation is being advertised as a noncompetitive sole source solicitation, because there is only one responsible source capable of delivering the unique highly specialized supplies and services and no other supplies or services will satisfy agency requirements. The Bureau of Reclamation has a requirement for highly specialized components and installation on a Smith-Root electrofishing boat. Smith-Root shall be used for repair and replacement of smith-root control panels and other components related to efficiency and safety of the electrofishing boat. Smith-Root is the only company able to complete these repairs due to the specific type of boat. The Smith-Root electrofishing boats are highly technical with specialized control boxes and wiring. The items being repaired are integrated into the console of the boat, they are the control box, display, and associated components such as the generator and specialized accessories to generate and manage the electrical field created by the control box. Electrofishing boats are highly specialized and require unique knowledge of the particular designs and wiring necessary to make the needed repairs. Therefore, this is the only company that the Government can purchase these components and services from. The NAICS for this action is 336320, Motor Vehicle Electrical and Electronic Equipment Manufacturing, Which has a small business size standard of 1,000 employees. Award is anticipated in April 2019. The resulting contract will be a Firm Fixed Price type contract. All responsible sources may submit a quotation, capability statement, proposal, explanation and evidence as to how your company will manage supplying, modifying and installing Smith-Root components that are otherwise proprietary by Tuesday, April 09, 2019 which shall be considered by the agency.
