Description
Introduction: The Naval Air Warfare Center Training Systems Division (NAWCTSD), Orlando, FL seeks potential sources to support the DSAGT and LBES/Modernization Instructor Services program. It is anticipated that any contract action associated with this notice will result in a c-type Contract, on a Firm Fixed Price (FFP) Level of Effort (LOE) basis, with a one (1) year base and two (2) one (1) year option(s). Travel and supply support costs would be reimbursed on a Cost Reimbursement basis (no fee). The current target timeframe for solicitation release is Q4 FY19 with an award in Q1 FY20. Responses received for this notice will serve as consideration for the Government ™s decision to fulfill this requirement under a set-aside or full and open basis. Additionally, the requested information will be taken into account for acquisition planning purposes. Program(s) Background: The DSAGT and LBES/Modernization Instructor Services program is made up of both DSAGT and LBES/Modernization training. Historically this training has been performed by a mixed team of Government (e.g. Civilian and Military) and Contractor instructors. For DSAGT, the instructors were provided by Frontier Technology Inc., under the Naval Sea Systems Command (NAVSEA) contract W15QKN-16-D-0109-0001. The LBES/Modernization instructors were indirectly provided through various support services contracts. This effort allows for all of the Instructor Services to be procured through a single effort that is specifically geared toward these types of instructor services. The objective of DSAGT is to improve the level of knowledge of Deck Systems through robust onboard training of self-assessment, operations, troubleshooting and maintenance for the specific Deck systems and configurations of the ship (various ship classes). To accomplish this, the ship is utilized as the classroom and training is conducted by a Mobile Training Team (MTT). The MTT provides training and training materials, which are then turned over to ships force to enable a continuum of self-training, post DSAGT. Leading to the enablement of self-sufficiency and critical self-assessment capabilities, while adhering to established standards and providing the ships with comprehensive training materials that could be used for divisional training. This program is sponsored and funded by Program Management Ships (PMS) 339, which is the NAVSEA program office for Surface Training Systems. The objective of LBES/Modernization training is to provide crew orientation, familiarization and system level training for in-service and new construction ships. The training provides a sound foundation for successful Fleet Introduction and enables safe ship operations, and engineering Light-Off Assessment (LOA). For New Construction ships, it primarily provides detailed information regarding the Guided Missile Destroyer (DDG) 51 Class Hull, Mechanical and Electrical (HM and E) Familiarization/Indoctrination Program. However, Guided Missile Cruiser (CG) 47 Class and associated HM and E Familiarization/Indoctrination Program training is being added. Other ship classes are currently not part of the training. For in-service ships, it provides instruction in the foundational knowledge required to safely operate Engineering Control Systems (ECS) using classroom instruction in operations and maintenance, combined with simulator repetitive watch-team training, in preparation for ships force operating newly installed shipboard equipment. For New Construction it is designed to provide familiarization to support ships as they progress toward Ships Custody Transfer (SCT), LOA and Sail Away. For Modernization ships, this training prepares shipboard watch-teams for initial system light-off and follow-on operations and maintenance. This program is sponsored and funded by NAVSEA, Surface Warfare Directorate (Team Ships/SEA 21), administered by PMS 339.
